March 22-23, 2011, Sydney, Australia
Following advancements in IT infrastructure and wireless technologies, and with the global expansion of broadband networks, governments worldwide are providing a growing number of e-services to their local constituencies.
Along with the benefits that e-services can provide lie a number of overarching challenges. These include the balancing of individual privacy and multiple interoperable e-services, the creation of inter-domain infrastructures for the provision of e-services, the increase of the use of e-services, and the maintenance of identity and authentication in the usage of public sector technologies.
This workshop will provide an open forum for academics and professionals who research and work in the area of e-government to discuss these issues and propose future directions for e-government research and practice. The purpose of the workshop is to promote the quality and relevance of e-government research, and to strengthen the ties between academics and practitioners who work in this area.
Topics for the workshop include but are not limited to:
* E-government in the healthcare sector
* Leveraging Web 2.0 to enhance e-participation
* Emergency and disaster response management
* Outsourcing and shared services
* Digital identity management and e-authentication
Participants are invited to submit extended abstracts (up to 700 words) by December 17 to: uri.gal at sydney.edu.au. The submissions will be peer-reviewed and authors will be notified of acceptance by January 21. Participation in the workshop is free of charge (catering is included).

ABSTRACT
This workshop focuses on human aspects of software engineering. The
importance of this topic stems from the recognition that the more the
software world is developed, the more it is accepted by the software
engineering community that the people involved in software development
processes deserve more attention. In this spirit, this workshop attempts to
highlight the world of software engineering from the perspective of the main
actors involved in software development processes: the individuals, the
team, the customer, different organizational role holders, and other stake
holders.
The workshop consists of theory- and practice-based presentations, group
work and discussions. Workshop activities include: experience sharing with
respect to case studies in which human aspects play a central role,
examination of different software engineering topics from the human
perspective, exploration of how the awareness to human aspects of SE may
foster organizational processes, and teaching human aspects of SE in
software organizations and in the academia.

Sustainable e-Recruiting Portals: How to Motivate Applicants to Stay
Connected throughout their Careers?

Since most e-recruiting portals suffer from outdated applicant profiles and
receive little user return as soon as applicants have found a new job, in
this study, the authors explore how to motivate applicants to keep their
profiles up-to-date and stay connected with one specific recruiting portal
throughout their careers. The authors interviewed applicants, system
analysts and programmers of an Austrian e-recruiting portal. Narratives
showing striking differences between these three stakeholders?
interpretation of system requirements for long-term usage are discussed. The
identified requirements point to niche recruiting: integrating social
network and community features for specified user segments sharing a similar
social identity and fostering pre-existing offline ties among users for
career purposes. Implications are sketched for more sustainable e-recruiting
research, design and development.

Theorizing HR Intranets: Contextual, Strategic and Configurative

This paper presents the results of a longitudinal exploratory survey based
on a sample of French firms. Different contexts of Intranet, as well as
introduction, development stages, performance and Intranet content are
presented. Three approaches are in existence: corporate Intranet,
specialized Intranet and HR Intranet. These can be linked to different
stages of development: communication, functional support, and knowledge
management. The HR Function will be successful if it integrates Intranet in
its management process, if the players are aware of the stakes and they
behave as ?real change agents?. Research shows the importance of strategic
alignment between human resource management (HRM) and Intranet as well as
the relevance of technological infusion, therefore, this paper?s result in
showing a configurative approach that allows the integration of more
variables and in turn leads to a systemic model contains great significance.

Acceptance and Appropriation of Videoconferencing for E-training: An
Empirical Investigation

The purpose of this paper is to explore the acceptance and the appropriation
of videoconferencing-mediated training during real training situations in a
French company. The authors compare the acceptance and appropriation by 60
employees of two videoconferencing-mediated training systems: the virtual
class (desktop videoconferencing) and the remote class (where learners are
gathered together in the same room while the trainer is located at
distance). In considering the acceptance of these videoconferencing-mediated
training systems, a link was confirmed between perceived usefulness and the
intention to use, but no relationship was established between the levels of
acceptance and the required effort. The intention to use videoconferencing
was associated with the expected benefits and not with the expected effort.
Regarding appropriation, learners did not report a perception of
technological distance. Moreover, this paper shows that learners and the
trainer preferred the virtual class rather than the more classical remote
class. The authors? findings contradict the media richness theory, according
to which the remote class, which is the ?richer? medium in their research,
should have been preferred.

E-HRM?s Impact on an Environmental Scanning Process: How Can Technology
Support the Selection of Information?

This paper examines HR Management issues in Environmental Scanning (ES)
process. Although literature claims that selecting information in this kind
of processes is central, the authors are using the concept of ?intelligent
filters? (Simon,1983) to understand how human attention can be managed for
selecting strategic information in a complex environment. The author
examines HR executives and the way they deal with issues related to ES and
focuses on an empirical study in a big technological firm, where the use of
an internal reporting and communication system (the weekly) was studied.
This author finds that this particular system can be considered as an
?intelligent filter?, requiring both human and technological resources.
Finally, suggestions that the system is used by HR executives in order to
organize communication and coordination in an ES process but also to
increase the participation and involvement of all employees in such a
process are made.

Mission of IJTHI:
The International Journal of Technology and Human Interaction (IJTHI)
provides a platform for leading research that addresses issues of human and
technology interaction. The research that the journal intends to publish
should therefore be interdisciplinary and include aspects from a wide
variety of disciplines. These disciplines range from more technical ones
such as computer science, engineering, or information systems to
non-technical descriptions of technology and human interaction from the
point of view of sociology or philosophy. Apart from aiming to be
interdisciplinary the journal will also aspire to provide a publication
outlet for research questions and approaches that are novel and may find it
difficult to be published in established journals following a rigid and
exclusive structure. It is open to all research paradigms, be they empirical
or conceptual, but requires that they be accessible and reflected. We also
encourage the submission of high quality syntheses across research in

Workshop Associated with ICIS 2010 in St Louis, USA
Dear Colleague,
Following the eight successful theory development workshops since December
2002, the Senior Editors of the Journal of Association for Information
Systems (JAIS) are organizing the 9th theory development workshop
immediately preceding the ICIS 2010 The theory development workshop is
tentatively scheduled on SATURDAY 11TH OF DECEMBER BEFORE THE CONFERENCE.
Exact location of the workshop will be announced later.
The purpose of the workshop is to promote scholarship that focuses on new
theoretical advances in the Information system field. The design of the
workshop follows the Academy of Management Review (AMR) Theory Development
Workshop format that has proved successful in promoting theory development
in that field. Workshop participants will discuss drafts of their
theoretical work with JAIS senior editors, members of the JAIS Editorial
Board, and other workshop participants. The workshop is structured to
provide detailed feedback from other researchers who are also developing
theoretical work for future journal submission. There is no obligation for
the authors to submit their work once completed to JAIS, although JAIS is a
top quality outlet that does welcome conceptual and theoretical papers in
addition to empirical ones. In fact, six to seven papers accepted for the
workshop have been submitted yearly to the journal for publication
consideration and fast tracking. Typically 2-3 manuscripts submitted to the
workshop have been published or are accepted for publication at JAIS within
the next 14 months.
Prior to the workshop, participants whose papers have been accepted to the
workshop will receive one to three papers to read and review.
Reviews will follow a brief, structured format that allows participants to
critique their own papers and the papers of other participants. Reviews
will focus on constructive comments and recommendations for ways to improve
the papers. During the workshop, participants will meet in small groups
with a JAIS senior editor and editorial board members. During this
discussion, participants will receive specific feedback on their papers and
provide feedback to others in their group. A JAIS senior editor and
editorial board members will facilitate the small group discussion so that
each participant gets equal time to gather comments from other members of

Selection for the JAIS Theory Development Workshop is competitive.
This workshop only addresses theory-building, conceptual foundations and
model development issues. All manuscripts must demonstrate new theory
development to be considered. Papers submitted to conferences or scheduled
to be presented at conferences (e.g., ICIS) can be sent as long as the
primary contribution is new theory development.
However, papers under review or revision at a journal are excluded.
The application deadline is September 4, 2009. Papers should be no more
than 35 pages in length (max 8000 words), double-spaced, 12 point Time new
roman font or compatible size, with citations in JAIS format
(http://aisel.aisnet.org/jais/format.html). Longer manuscripts are also
considered if the length is well motivated.

As emerging paradigms, service and cloud computing enable resource to be
employed in utility-based fashion. Workflow automating business and
scientific processing in step by step can be executed in service and cloud
computing environments in the benefit of deploying resources for execution
in that fashion. This workshop following its successful edition of WMSC2009
aims to provide a forum for researchers, practitioners and developers from
different background areas such as service computing, cloud computing and
workflow area to exchange the latest experience, research ideas and synergic

Submission Requirements
Please email your manuscripts in PDF to jinjun.chen at gmail.com with the email
subject as ?WMSC2010 paper submission?. Papers should be limited up to 8
pages in IEEE format. All papers will be peer reviewed by two or three pc
members. Submitting a paper to the workshop means that if the paper is
accepted, at least one author should register to CSE2010 and attend the
conference to present the paper.
Publication of Papers
All accepted papers will appear in the proceedings published by IEEE
Computer Society (EI indexed). Selected papers will be invited to special
issues in Concurrency and Computation: Practice and Experience, and other
quality international journals.
