CALL FOR MANUSCRIPTS: The journal invites contributions from all parts of
the world from academic and industry scholars involved in research,
management, and the utilization of global information resources. Besides
quality work, at a minimum each submitted article should have the following
three components:  an IS topic, an international orientation (e.g., cross
cultural studies or strong international implications), and strong evidence
(e.g., survey data, case studies, experiments, secondary data, etc.).
Please submit your manuscript electronically to the Editor-in-Chief at
pcpalvia at uncg.edu.

REVIEW PROCESS: Each suitable article is blind-reviewed by three members of
the editorial review board. A recommendation is then made by the
Editor-in-Chief or an Associate Editor. The final decision is made by the
Editor-in-Chief.  If a revision is recommended, the revised paper is sent
for final approval to one of the Editors.

IS outsourcing has grown over the last two decades.  Despite a significant
body of research on IS outsourcing, several issues surrounding IS
outsourcing still require additional clarity. The businesses still remain
puzzled which outsourcing models work best and which do not. The outsourcing
companies continue to face significant challenges while managing project
related risks including political and intellectual property risks.  Through
this special issue on IS, the guest editors contribute to the discussion on
IS outsourcing using the latest academic research in the area. This special
issue aims to reflect on research in information systems outsourcing and
identify the current worldwide trends in information system outsourcing and
off-shoring.  Research papers were sought from around the world that combine
technical, managerial, organizational and socio-economic aspects of IS
outsourcing including off-shoring.



*STRATEGY AND VENDOR SELECTION IN IT OUTSOURCING: IS THERE A METHOD IN THE
MADNESS?*

Both outsourcing strategy and choice of vendors have the potential to
influence the success of information technology outsourcing (ITO)
initiatives. However, the ways in which these factors combine leading to
success has not received much attention in prior research. This study
explores the patterns of ITO strategy and vendor selection adopted by
outsourcing firms having high internal IT capabilities versus those with low
capabilities. This analysis on a sample of over 200 firms reveals that
maintaining strong internal IT capabilities is a defining factor for
outsourcing firms when selecting an appropriate mix of ITO strategies and
vendors.


ACTIVE PRIMING OF CULTURAL STEREOTYPES IN OUTSOURCING DECISION MAKING

Outsourcing decisions can be strongly influenced by country-of-origin
perceptions related to destination cost and host country technological
expertise. These perceptions operate in stereotype-like fashion and tend to
substitute for rational and deliberative decision making in the choice of
outsourcing destinations. Managers frequently send software projects to
India and manufacturing projects to China, as a routine and automated
matter, even though numerous alternatives frequently exist. The
psychological concept of contrast priming for influencing judgment is
developed here as a potential ameliorative measure to instantiate
deliberative consideration of outsourcing decision criteria in
client-supplier contract negotiations. The expectation is that priming
theory will provide a managerial tool useful for increasing objective
evaluations of outsourcing destinations to the general benefit of all
parties involved.



IT OUTSOURCING IN THE PUBLIC SECTOR: A LITERATURE ANALYSIS

This article presents an analysis of geographically and disciplinary
scattered academic publications on ITO in public organizations.  The
interdisciplinary scope of public ITO research area is defined, and
conceptual approaches of IS and Public Administration research fields to
public ITO are compared.  Highlighting the impact of certain organizational
characteristics on ITO decisions, governance and results makes a
contribution to ITO research in general.  Consolidation and analysis of
diverse findings will benefit both public officials and outsourcing vendors.
Finally, the study suggests directions for future research. Discussion on
control in outsourced IT projects can be found in the literature belonging
to several research disciplines.

from more than 20 years of experience of the editors. The first section
primarily stresses on the importance of critically examining theories

section evaluates the processes and practices associated with domestic,
offshore, and global sourcing of IT services from both, client and supplier
perspectives
