[AISWorld] New review management system for Information Technology and People

ITP has now moved its review management system to ScholarOne Manuscripts
(Manuscript central) - http://mc.manuscriptcentral.com/itp and all NEW
submissions should be made via this new site.

(Existing submissions and revisions to existing papers (i.e. those
submitted before 1 April 2011) will continue to be handled via the
existing site http://www.itandpeople.org/default.htm)
