Track: Knowledge Systems
Minitrack: KM in a Changing Society: Using Knowledge to Impact Societies
Knowledge management (KM) is beginning to have an impact on society. For
example, we may actually see KM leading to less knowledge worker offshore
outsourcing (although offshore sourcing for knowledge needs may increase) as
it becomes difficult for organizations to maintain two or more classes of
knowledge workers and wages and position will tend to equalize over national
boundaries. Quality of life concerns will guide knowledge workers to where
they want to live and work and this will also support equalization of
living standards and critical infrastructure. This will be disruptive to the
organization as traditional management and governance structures will be
stressed to handle distributed knowledge in a distributed organization. Workers
may rethink traditional careers as they may work in organizations where
they never physically meet their boss or colleagues and will be more loyal to
local organizations and local social structures. This will likely increase
transience, a trend we?re observing now in many organizations, and
increased transience will likely lead to increased intellectual property and
knowledge ownership issues.
Similarly, societal changes have an impact on KM. If hiring practices
change as organizations hire and retain staff based on the knowledge they
possess, this may actually lead to a higher valuation of older, experienced
workers. This will tend to force knowledge workers into being lifelong learners
if they are not already. Unfortunately, with the Baby Boomers expected to
retire now and in the near future, organizations are faced with the
problems of retaining the knowledge and expertise of this population. With
Generation X and Y individuals prototypically having 'spiral' or 'transitory'
career paths, this also impacts KM practices. With reduced birthrates in the
developed countries, the increased immigration impacts KM in terms of
under-utilization or undervaluing the immigrant population's knowledge. The
increased rate of use of contingent (or non-standard) workers (e.g., contract
employees, temporary employees, seasonal or non-permanent employees) also
impacts the type of knowledge entering the organization and KM practices.
This minitrack seeks papers that investigate these impacts and explore how
organizations are using KM to help meet these impacts on society and how
these societal trends impact organizations.
Possible topics include:
* Using KM to increase citizen participation in government and
society;
* Using KM to create citizen driven change in society or government;
* Using knowledge to change societies;
* Creating society wide Knowledge Systems;
* Improving living standards through KM and knowledge us;
* Knowledge loss risk management;
* Impact of immigration and cultural issues on KM initiatives ;
* Using KM to mitigate impacts of retirement and worker transience;
* Measuring risk of knowledge loss due to retiring or transient
employees;
* Developing knowledge capture processes and technologies for
retiring and transient workers;
* KM issues with retiring and transient workers and their impact on
organizational governance and management processes;
* Developing KM Systems to mitigate risks of retiring, transient,
and immigrating workers; and
* Valuation and knowledge utilization processes for (potential or
actual) immigrant knowledge workers.

Knowledge Management Process and Organizational Performance in SMEs
Varintorn Supyuenyong, Knowledge Management Professional Center Asia,
Thailand
Fredric William Swierczek, Thammasat University, Thailand
The benefits of knowledge management are recognized mainly for the large
organization. Small and medium-sized enterprises (SMEs) can also achieve the
real benefits of KM. This paper investigates the relationship between the
KM process and the organizational performance of SMEs. The objective of
this paper is to assess the KM process and its relationship to different
components of organizational performance in small and medium enterprise
application service providers in Thailand. A survey approach was used with a
sample of 81 respondents. The results show that knowledge organization, and
retention and knowledge utilization improve individual performance, product
performance, and overall organizational performance. Only knowledge
organization and retention increases process performance. Knowledge dissemination
influences customer satisfaction and reputation and cost reduction. These
results demonstrate the benefits of the KM practices on the organizational
performance in SMEs.

PAPER TWO
Boundary Spanning Role of the IS Development Team in Consultant-Partnered
Projects: Knowledge Management Perspective
Sanghoon Lee, Yonsei University, Korea
Bongsik Shin, San Diego State University, USA
Hogeun Lee, Yonsei University, Korea
This research examines the effect an Information Systems (IS) development
team has on end-users? perceptions of system quality and system benefits by
transferring relevant knowledge through inter- and intra-firm boundaries.
The research context is the prevalent partnership in which an external
consultant with relevant expertise leads a client team to undertake an IS
project. A high-level research model that depicts dynamics among team competence
(for knowledge transfer), consultant partnership (with the project team),
knowledge transfer (through inter- and intra-firm boundaries), and project
success is proposed grounded on the theory of boundary spanning. Key
indicators of team competence and consultant partnership are derived from
existing studies. With expected multiplicity in the conceptual dimensions of team
competence and consultant partnership, they are designated as second-order
constructs with first-order manifest variables. User perceptions of the
post-implementation quality and benefits of an information system serve as
project success variables. Relevant hypotheses propose dynamics among the
studied constructs. Survey data are gathered from both system developers and
end-users, and the integrity of the research model and corresponding
hypotheses are empirically tested with structural equation modeling. Data analysis
confirmed the importance of knowledge transfer for the post-implementation
success of an IS project.

The Practice of Jordanian Business to Attain Customer Knowledge
Acquisition
Amine Nehari Talet, King Fahd University of Petroleum & Minerals, Saudi
Arabia
Samer Alhawari, Applied Science Private University, Jordan
Ebrahim Mansour, Applied Science Private University, Jordan
Haroun Alryalat, The World Islamic Sciences & Education University,
Jordan
This paper examines how Jordanian companies use the knowledge process to
support Customer Knowledge Acquisition (CKA) and how they foster it. The
empirical study is based on a sample of the data collected from 156
respondents, drawn randomly from three software business solution companies working
in the Customer Relationship Management (CRM) area, and four companies which
are employing the CRM system. The results show that the three selected
factors (need for Customer Knowledge, Verify Customer Source, and Capture
Customer Knowledge) have a significant impact on customer acquisition. However,
the source identification of knowledge is not significant in Jordanian
business software environments. The empirical findings will help both
researchers and practitioners in future Knowledge Management (KM) and Customer
Acquisition research to gain a better understanding of the knowledge processes
about customers on Customer Acquisition. This paper provides a contribution
to the literature about Customer Knowledge Acquisition in one of the
developing countries as a framework to keep organizations competitive within the
global business environment.

PAPER FOUR
Impact of Knowledge Management Dimensions on Learning Organization:
Comparison Across Business Excellence Awarded and Non-Awarded Indian
Organizations
Deepak Chawla, International Management Institute, India
Himanshu Joshi, International Management Institute, India
Knowledge and knowledge driven learning determines the organizational
ability to achieve sustainable competitive advantage. To excel in business,
organizations need to develop processes that facilitate streamline information
flow resulting in enhanced learning. This paper investigates the learning
capabilities demonstrated by Indian organizations and for the differences
between business excellence awarded and non-awarded organizations. This
paper examines the impact of Knowledge Management (KM) dimensions on Learning
Organization (LO) and tests if the impact is significantly different for
these groups. A convenience sample of 57 executives from 16 Indian
organizations participated in the study. The results show that organizations awarded
for business excellence fare better on all items of LO as compared to
non-awarded ones. However, statistical difference is found only in Vision and
Strategy and Performance Improvement Process. The results show that most of
the KM dimensions have a positive impact on LO dimensions.

PAPER FIVE
A Dynamic Ability-Based View of the Organization
Farley S. Nobre, Federal University of Parana, Brazil
David S. Walker, The University of Birmingham, UK
This paper investigates theoretical micro-foundations of core competencies
in the organization that pursues sustainable competitive advantage. It
advocates that there is a lack of literature perspectives which can explain
the sources of core competencies of the firm. This research raises questions
on: What are the main sources of creation and sustenance of core
competencies? What are the abilities which nourish the development of operational and
dynamic capabilities? What is the main source of collective knowledge in
the organization? This work answers these questions by proposing a dynamic
ability-based view of the organization which contributes to explaining the
dynamic behavior of the firm in the pursuit of sustainable competitive
advantage. Cognition is the core ability which supports individuals, groups, and
organizations with intelligence, autonomy, learning, and knowledge
management. These concepts form the set of organizational abilities in this
research.

Evaluating Campus Safety Messages at 99 Public Universities in 2010
John W. Barbrey, Longwood University, USA
In 2009, the U.S. Department of Education published an Action Guide for
Emergency Management at Institutions of Higher Education (U.S. Department of
Education, 2009). In 2006, the Virginia State Crime Commission issued a
prescient ?Final Report: Study on Campus Safety (HJR 122)? regarding Virginia?
s colleges and universities (Virginia State Crime Commission, 2006). Gray
(2009) provided results from a ?Columbine 10-Year Anniversary Survey?,
which reviewed recent campus safety improvements of 435 K-12 and university
respondents. From the three documents, prescribed campus safety activities
were identified that could be consistently found in the stated programs and
policies on university websites. Of these activities, 18 separate criteria
upon which a university?s online emergency preparedness/ safety/security
messages could be evaluated through content analysis were conceptualized
(coding: 1= school has criterion, 0= does not), to estimate the quality of the
overall preparedness message of each institution in the small sample (n =
99) of universities, representing all 50 states in 2010.

The efficiency of Urban Search and Rescue operations depends on the supply
of appropriate equipment and resources, and an efficient damage assessment
facilitates deployment of these resources. This paper presents an
Information Technology (IT) supported system for on-site data collection to
communicate structural condition, track search and rescue status, and request and
allocate appropriate resources. The system provides a unified interface for
efficient gathering, storing, and sharing of building assessment
information. Visualization and access of such information enable rescuers to respond
to the disaster more efficiently with better situational awareness. The IT
system also provides an interface for electronic resource requests to a
geospatial resource repository service that enables a spatial disaster
management environment for resource allocation. Request and deployment of
critical resources through this system enables lifesaving efforts, with the
appropriate equipment, operator, and materials, to become more efficient and
effective. System development at the Illinois Fire Service Institute has shown
promising results.

Renate Steinmann, Salzburg Research Forschungsgesellschaft mbH, Austria
Manfred Bortenschlager, Samsung Electronics Research Institute, UK
In complex emergency/disaster scenarios, persons from teams from various
emergency-response organizations collaborate to achieve a common goal. In
these scenarios, the use of smart mobile devices and applications can improve
the collaboration dynamically. The lack of basic interaction principles
can be dangerous, as it could increase the level of disaster or can make the
efforts ineffective. This paper examines the main results of the project
WORKPAD finished in December 2009. WORKPAD worked on a two-level architecture
to support rescue operators during emergency management. The use of a
user-centered design methodology during the entire development cycle has
guaranteed that the architecture and resulting system meet end-user requirements.
The feasibility of its use in real emergencies is also proven by a
demonstration showcased with real operators. The paper includes qualitative and
quantitative results and presents guidelines that can be useful in developing
emergency-management systems.

Experience Report: Using A Cloud Computing Environment During Haiti and
Exercise24
Brianna Terese Hertzler, San Diego State University, USA
Eric Frost, San Diego State University, USA
George H. Bressler, San Diego State University, USA
Charles Goehring, San Diego State University, USA
The events of September 11, 2001, the Indian Ocean tsunami in 2004, and
Hurricane Katrina in 2005 awakened American policymakers to the importance
of the need for emergency management. This paper explains how a cloud
computing environment can support social networks and logistical coordination on
a global scale during crises. Basic cloud computing functionality is covered
to show how social networks can connect seamlessly to work together with
profound interoperability. Lastly, the benefits of a cloud computing
solution is presented as the most cost-effective, efficient, and secure method of
communication during a disaster response, with the unique capability of
being able to support a global community through its massive scalability.

PAPER THREE
The Practice of Jordanian Business to Attain Customer Knowledge

This work answers these questions by proposing a dynamic
ability-based view of the organization which contributes to explaining the
dynamic behavior of the firm in the pursuit of sustainable competitive
advantage. Cognition is the core ability which supports individuals, groups, and
organizations with intelligence, autonomy, learning, and knowledge
management. These concepts form the set of organizational abilities in this
research.

Stephan Lukosch, Gwendolyn Kolfschoten; TU Delft, Netherlands
---Workshop Content---
In the workshop, we want to bring together researchers and practitioners reporting on the usage and development of shared visualizations, be it e.g. process models or others. The workshop is intended to provoke discussion and generate new impulses for practice and research.
The usage of graphical representations of work and business process such as process models can be considered a common practice in modern organizations. As their development can become a complex task it is reasonable to draft them collaboratively. Also they become increasingly useful when used by larger groups throughout an organization. However despite modeling being a popular approach in practice, models are hardly used by non-experts and have little impact on the people actually working in these processes. This raises questions such as why there is so little use of models after their creation, how this usage can be increased and which kind of tools and modes of interaction are suitable for non-modeling experts. Furthermore as collaborative modeling most of the time remains restricted to collocated facilitated workshops. This approach however is not feasible as processes have to be rapidly adjusted to changing conditions inside and outside of an organization. Given the increasing usage of graphical representations in organizations, their collaborative use and creation is of vital interest for the CSCW community and therefore this workshop can be a starting point in forming a research community.
---Topics---
The workshop welcomes different kind of contributions, including the description of case studies and other empirical work on model usage and development, position papers e.g. describing future research and educational experiences with collaborative models usage and development.
Topics of the workshop include but are not restricted to the following:
- Collaborative development of and interaction with models in different settings such as:
- Processes and approaches of collaborative modeling
- Processes and settings of collaborative usage of process models
- Overcoming barriers for collaborative use and creation of models and visualizations
- The influence of users on models (e.g. collaborative modeling participants on models) and the influence of models on users (e.g. users discussing a model and behavior changes)
---Submission---
We will accept contributions in two different formats:
- Short papers such as reports of best practices or position papers which may not exceed 3 pages.
- Long papers of such as reports of empirical studies or research in progress which may not exceed 6 pages.
All contributions have to be formatted according to the ECSCW formatting instructions and must be submitted in PDF format via eMail to collabviz at iaw.rub.de.

Since 1989, it has engaged researchers and scholars from academia and industry with high quality presentations and intense discussions (www.ecscw.org). ECSCW is interested in cooperative settings in the workplace, in everyday life, and the civic society, and across boundaries between these spheres of life. Submissions should address the unfolding practices of everyday work and life, and the application of computing technologies in these practices. Papers may also focus on design of such technologies or on historical accounts of use. With design is meant processes, methods, and outcoming artefacts. ECSCW solicits reports reflecting a rich variety of quantitative and qualitative research methods, including field studies and participatory approaches.

DEWALD ROODE INFORMATION SECURITY WORKSHOP 2011
IFIP WG 8.11/11.13
CALL FOR PAPERS
September 23 and 24
Virginia Tech, Blacksburg, Virginia, USA
Following the success of the first two International Information Systems Security Workshops held in Cape Town, South Africa, May 2009 and at Bentley University, October 2010, the third workshop will continue efforts to advance the research discipline of information systems security through the creation, dissemination, and preservation of well-formed research. Through the active discussion in the workshop, participants will receive specific feedback on their papers and provide feedback to others.
While relevant for advanced practical development, our primary audience consists of researchers in this area. We value research products with highly reliable and validated theory, empirical data, or quantitative/qualitative social scientific methodology. Editors of EJIS and MISQ will screen potentially high quality papers that may be fast tracked to these journals after revisions. The workshop is also intended to nurture individual journal articles for submission to a wide variety of other management research journals. Selection for the workshop is competitive, and only authors of the accepted papers and working group members will be invited to participate.
Anchoring the workshop to information systems means the research will attend and extend the social, organizational, and managerial literature in this area. While we assume an effective foundation in information security technology, we regard information systems risks broadly, for example crime, employee misconduct, warfare, terrorism, error, accident, natural events, etc. We also address information systems security broadly, for example, privacy, awareness, policies, strategy, audit, planning and control.
Manuscripts will be prescreened by the program chairs and members to ensure that all papers sent to reviewers are reasonably complete, well-formed and appropriate to the scope and mission of the workshop (e.g. information security management focused rather than information security science focused). Double blind reviews will follow for prescreened papers.

Hawaii International Conference on System Sciences ? 45

The Grand Wailea Maui, Hawaii
http://www.hicss.hawaii.edu/HICSS_45/apahome45.htm
Track: Knowledge Systems
Minitrack: Knowledge-Intensive Business Processes
The intensity of knowledge generated by KM processes varies based on the organizations associate business processes. The potential volatility involved with capturing, monitoring, and utilizing these knowledge flows can directly impact the business processes, support systems and the success of the organization. BPM technologies (e.g. ERP systems) rely heavily on effective knowledge coordination among diverse actors in organizations spanning both internal and external stakeholders. Process related knowledge must be shared successfully and efficiently across boundaries in order to achieve organizational success. This mini-track urges the submission of articles that explore the relationships inherent in business processes that require the frequent application and coordination of knowledge for the successful operation of the organization. The application of knowledge may come from diverse origins that include the external market (competition), internal initiatives (new product or new marketing plan) or the process itself (material shortage or quality issue).
This Mini-track aims to merge an ongoing discussion by researchers and practitioners interested in knowledge-related research issues in the context of knowledge-intensive BPs. In order to encourage papers from different organisational contexts dealing with different types of BPs, their associated KM processes and the systems that support each, this Mini-track adopts a broad BP definition to include a set of logically linked and coordinated organisational tasks/activities that use organisational knowledge resources to create business value. Note that coordination patterns could range from highly predictable and predefined to those that evolve with the process themselves. Rather than focus exclusively on BPM technology, we adopt a holistic approach to BPM that encompasses four equally important components: strategy, processes, people and technology. We particularly encourage multidisciplinary research related to knowledge management processes taking into account human and organisational aspects as well as the supporting BPM and KM technologies.
Possible topics include:
? KM processes and BP Lifecycle
? Ongoing improvement of Knowledge Intensive BPs: Methodologies, approaches and CSFs
? Global Knowledge Intensive BPs
? Knowledge Intensive BPs in virtual organisations
? Knowledge Intensive BPs in different domains: healthcare, finance, government, creative industries, education etc.
? Measurement of knowledge intensive BP performance
? Measurement of knowledge intensity in business processes
? Frameworks and strategies for KM and BPM integration at the business and technical levels
? Knowledge processes and their impact on BPM technology implementation success
? IT support for knowledge intensive BPs (collaborative systems, Business Intelligence systems, SOA-based systems, web 2.0)
? KM issues created by organisational implementations of BPM technologies (ERP, workflow and SOA-based systems)
? KM issues in complex inter-organisational BPs
? KM strategies for evolving BP eco-systems
? Issues related to knowledge and productivity loss when BPs are outsourced
? Management of knowledge-intensive BPs.
