[AISWorld] RefSeer: Citation Recommendation System

I wonder what is the purpose of this system?
Is it aimed at increasing the productivity of the academic paper writing 
machine?
What are side effects of using such a system on the quality?
Could it lead to suddenly some works being cited more than others but 
not based on their merits?
Could it lead to rocketing of the citation index for some works based on 
a positive feedback loop being created for them in such a system?

Any research, or a model on the topic?
