The Editor-in-Chief of the International Journal of Business Intelligence Research (IJBIR) would like to invite you to consider submitting a manuscript for inclusion in this scholarly journal. The following describes the mission, the coverage, and directions for submission to IJBIR. 

Mission: The mission of the journal is to advance research in the field of business intelligence and analytics and to identify ways that BI creates value for organizations. The journal publishes original academic research/case studies, as well as selective thought provoking papers on issues, strategies, practices, techniques, and technologies from both academics and practitioners that advance the understanding and practice of Business Intelligence. The focus of this journal is to identify innovative Business Intelligence strategies and to assess the application of theoretical concepts to real-world situations. IJBIR takes a multidisciplinary approach to the examination of business intelligence. 

Submitting to IJBIR: 
Prospective authors should note that only original and previously unpublished articles will be considered. Introduction 
E-Government projects are a huge undertaking and require serious political commitment, clear vision and robust long-term strategy. The successful realization of such projects in practice requires appropriately design technology infrastructure. Higher failure rate in technology adoption has highlighted that human factors are an important aspect when designing and implementing e-government projects. In order to foster successful usage, technologies need to be consistent with human practices. Failure to design e-government technologies properly can lead to project failure, which can represent a substantial cost for governments and loss of confidence by users in these systems. 

Objective of the Book 
The objectives of the proposed book are twofold: (i) to invite ideas, suggestions and recommendations and publish high quality contributions examining the inherent issues, technology design implications, user experiences and guidelines for technology appropriation and (ii) to invite case studies to publish and disseminate best practices employed by organizations, project managers and practitioners in the field of e-government. The aim is to provide opportunities for discussion of implications and dissemination of best practices that will be useful or of interest to academics from a range of fields including information systems, human computer interaction, computer supported cooperative work, organizational science, public administration, and political science as well as for government officials and governmental organizations. 

Target Audience 
The book will be helpful for students and researchers working in the domain of Information systems. Furthermore government officials working to devise IT strategy and solutions for e- governance are also potential readers. This book will also be helpful for those that want to learn about the design of information systems in the context of e-government, from a human centric approach. University libraries will be especially interested in purchasing this textbook, since it will provide cutting edge research on the design of e-government systems for a user-centric perspective. 

Recommended topics include, but are not limited to, the following: 
* Case studies and user experiences with e-government infrastructures * Technology infrastructure and citizen engagement * ICTs and community empowerment * Digital divide and e-government adoption * E- government project management approaches * Best practices and opportunities for technology design * ICTs and e-democracy * Impact of ICT in governmental, nongovernmental and public communication * Technology management practices in government, nongovernmental and community settings * Limitations, challenges and barriers to ICT adoption for government * Enabling technologies for e-government implementation * Mobile technology and e-government * Web 2.0 (Blogs, wikis, social networking websites) and e-government * Digital divide and e- government adoption * Metrics and Benchmarking to measure e-government success * Economic, ethical, security, privacy and legal issues 

Submission Procedure 
Researchers and practitioners are invited to submit on or before January, 30, 2012, a 2-3 page chapter proposal clearly explaining the mission and concerns of his or her proposed chapter. Authors of accepted proposals will be notified by February 15, 2012 about the status of their proposals and sent chapter guidelines. Full chapters are expected to be submitted by May 15, 2012. All submitted chapters will be reviewed on a double-blind review basis. 

Publisher 
This book is scheduled to be published by IGI Global (formerly Idea Group Inc.), publisher of the "Information Science Reference" (formerly Idea Group Reference), "Medical Information Science Reference," "Business Science Reference," and "Engineering Science Reference" imprints. MINI-TRACK DESCRIPTION: 

The underrepresentation of women in the information technology (IT) workforce is a well-known phenomenon. Research in this area has focused on understanding the ways in which women are marginalized in the information technology educational pipelines and workforce. These studies reveal various factors at individual, organizational and societal levels that are influential in the recruitment and retention of women in the information technology fields. Drawing on the research, many intervention programs have been developed and implemented to address the problems. However, the results of some recent studies show that the participation of women in the information technology fields is still declining. Therefore, there is a need to continue investigating the existing and new challenges associated with the underrepresentation of women in information technology from multiple perspectives. From the theoretical perspective, we need to explore and apply existing theories, and develop alt!
  
ernative theories and frameworks to facilitate our understanding of this phenomenon. From the empirical perspective, we need to extend the investigations in order to gain additional insights about the variations in relationships between gender and information technology. From the practical perspective, we need to critically assess current diversity strategies, policies, and intervention programs, and focus on developing innovative and sustainable initiatives to increase the participation of women in the information technology fields. Given the premise that diversity of human capital is a critical asset for developing a sustainable information economy, this minitrack aims at furthering our understanding of gender diversity in the IT workforce from theoretical, empirical and practical perspectives.

The 21th European Conference on Information Systems ECIS 2013 - Beyond 
Borders 
June 5-8, 2013, Utrecht, the Netherlands

In 2013 the European Conference on Information Systems will be held in 
Utrecht, the Netherlands, hosted by Utrecht University. The theme of the 
conference: "Beyond Borders" refers to having an open mind towards new 
ways of doing research and establishing novel partnerships for 
conducting research. It also links to the multi-disciplinary nature of 
the field of Information Systems where we often work outside IS and 
collaborate with researchers in diverse disciplines. Where the Treaty of 
Utrecht of 1713 established borders to create peace, its 300-anniversary 
marks an era where the internet enables information systems to move 
beyond borders. 

As in previous years, the conference will be organized around conference 
tracks, focusing on both established and emergent areas of IS research. 
If you aspire to be a track chair for ECIS 2013, this call is for you. 
We are inviting you to propose a conference track and to submit it to 
the PC chairs at ecis2013 at lists.science.uu.nl. Each proposal will be 
evaluated by the programme and conference chairs. Decisions will be 
based on the overall merit of the proposal, the diversity of the track 
team and the fit with the conference theme. The program chairs will 
select tracks with the objective being to balance the more traditional 
IS topics with emerging topics of interest. If needed, track proposals 
might be merged in order to obtain the best possible coverage of topics 
and the best mix of track chairs. 

Your responsibilities as a track chair will be to: 
1) Promote the track and take sufficient measures to ensure an 
adequate number of submissions 
2) Organize a peer review cycle for the papers submitted to your 
track assisted by a set of Associate Editors. Track chairs will nominate 
associate editors for the reviewing process. The PC Chairs will support 
for a sufficient and capable set of associate editors to perform the 
high quality reviewing 
3) Propose to the program committee the papers that will eventually 
be accepted for inclusion into the conference program; nominate papers 
for the best paper award 
4) Create an attractive track program and nominate session chairs 
5) Liaise with the research chairs on all other matters that 
concern ECIS 2013

be sent out in early March 2012

TRACK PROPOSALS

Track proposals should provide a motivation for the track, a brief 
overview of the area, sample topics, types of contributions welcomed, 
and an assessment of overall appeal to conference attendees. 
Specifically, track proposals should include: 
1) A title for the conference track 
2) Names, e-mail and mailing addresses, affiliations, phone 
numbers, urls of website, and short bios of the two to three track 
co-chairs. Please designate one of the co-chairs as the primary contact 
person. 
3) A short description of the track and its focus: define the 
proposed area of research, discuss the topics the track will address, 
and how they align with the ECIS 2013 conference theme. 
4) A discussion on how these topics have recently been covered in 
other conferences and publications, and to substantiate that ECIS 2013 
will be an appropriate and timely forum for the topics. 
5) A discussion on what types of contributions are sought for: full 
research papers, research in progress, and/or teaching cases. 
6) A list of tentative Associate Editors for the proposed track 
(between 5 and 15). Please provide names and affiliations, and the 
extent to which they may already have committed themselves to serve as 
AEs for your track. 
7) Your track record (if any) in organising tracks, or in other 
academic services in the IS community 

When putting together your track team (that is, chairs and AEs), please 
be aware that the Research and Research in Progress chairs will look 
favourably on diversity in gender, experience, and geographical 
background. It is therefore worthwhile to emphasise the diversity of the 
track team in your proposal. 

Track proposals should be e-mailed to ecis2013 at lists.science.uu.nl as 
soon as possible, but no later than 1 February 2012. Please note that in 
order to ensure interesting and sufficiently extensive range of tracks, 
the ECIS2013 Programme Committee might approach you with a suggestion to 
modify your track proposal; or in case there are proposal for same or 
similar topics, the committee might ask you to consider joining forces 
with another proposing group. Track proposals that do not meet the 
criteria can be directly rejected by the program chairs. Notifications 
of acceptance or rejection of proposed tracks will be sent out in early 
March 2012.

Mini-track: ICT IN EMERGING MARKETS 

Emerging markets, which include BRICS countries (Brazil, Russia, India, China and South Africa), Mexico, Argentina, South Korea, Indonesia, Malaysia and Turkey, have been long overlooked but are poised for explosive growth and opportunity: although these markets currently account for approximately 20 percent of the world's economy, Van Agtmael (2007) predicts that this figure will grow to 50 percent within 25 years.? These countries are embracing ICT for socio-economic development and yet mainstream IS research remains focused on the issues related to ICT in developed, mature economies in North America and Europe (Roztocki and Weistroffer, 2008).? Increasing our understanding of the possibilities and limitations of ICT and how to promote its adoption and use in emerging markets is therefore of vital interest to information systems researchers and practitioners. ? 

The objective of this mini-track is to encourage reflection and redefinition of emerging market countries? digital future by providing a forum for interested authors to disseminate their research, compare results, and exchange ideas. 

Topics of interest include, but are not limited to:
