II ETHICOMP Latinoamérica
The Second Argentine Working Conference
on ICT Ethics in Practice
Bahía Blanca, October 8-12, 2012

        Dialogue between the international community of ETHICOMP and
colleagues in South America was inaugurated through the workshop I ETHICOMP
Latinoamérica held last October in La Plata, Argentina, in conjunction with
CACIC 2011, the XVII Argentine Congress on the Sciences of Computation.  The
success of the experience and the interest in the discussion of ethical
questions in Information and Communication Technology (ICT) stimulated among
participants in CACIC 2011, has resulted in the decision to schedule a
second workshop, II ETHICOMP Latinoamérica, within the framework of CACIC
2012 to be held from October 8th through the 12th at Universidad del Sur de
Argentina in Bahía Blanca.  The goal of this year’s workshop is to
strengthen and deepen connections between the international ETHICOMP
community and colleagues in the Southern Cone initiated last year.  To this
end, you are cordially invited to submit a paper or extended abstract for
presentation at II ETHICOMP Latinoamérica.

        The aim of the workshop is discuss the ethical issues surrounding
information and communication technology combining insights from a South
American perspective with those of the broader ETHICOMP community.  The
discussion will be organized around the following broad themes:
•       the concepts of computer and information ethics
•       the ethical issues related to typical ICT applications in various
sectors relevant to South America including
    o   privacy and surveillance
    o   electronic government
    o   technologies of e-voting
    o   digital media and intellectual property norms
    o   open source initiatives
    o   the Creative Commons initiative
    o   robotics (e.g. medical and military applications)
    o   the collection, storage and distribution of sensitive information
•       the implications of these issues for professional practice
•       ideas for the inclusion of these themes in school and university
education programmes in South America in general and Argentina in
particular.

    The deadline for submission of papers and extended abstracts is July 1,
2012.  Both Extended Abstracts (up to 4 pages) and Full Papers will be

    El diálogo entre la comunidad ETHICOMP y los colegas sudamericanos se ha
iniciado durante el I Ethicomp Latinoamérica, realizado en el año 2011 en el
marco del XVII Congreso Argentino de Ciencias de la Computación (CACiC 2011,
La Plata, Buenos Aires). El éxito de la experiencia y el interés que
despertaron estos temas entre los representantes de la comunidad informática
que asistieron al Congreso, llevaron a la decisión de repetir, en el marco
del CACiC 2012, este II Ethicomp Latinoamérica - también como parte de la
serie Ethicomp Working Conference - con el objetivo de consolidar y
profundizar el diálogo iniciado entre los colegas del Cono Sur y la
comunidad internacional de Ethicomp.

    El objetivo del workshop es discutir,  integrando el enfoque
sudamericano con la perspectiva de la comunidad ETHICOMP, las cuestiones
éticas relativas al desarrollo y uso de aplicaciones de las TICs.  Esto
estará basado sobre los siguientes temas generales:
•       Los conceptos de la ética de las TICs
•       Las cuestiones éticas relacionadas con aplicaciones informáticas
típicas en varios sectores de Sudamérica; entre ellos:
    o   Privacidad y vigilancia
    o   Gobierno electrónico
    o   Tecnologías de voto electrónico
    o   Iniciativas "open source"
    o   Medios digitales y normas de la propiedad intelectual
    o   La iniciativa Creative Commons
    o   Robótica (por ejemplo, en aplicaciones médicas y militares)
    o   La recolección, el almacenamiento y la distribución de datos
sensibles
•       Las implicaciones de dichas cuestiones en cuanto al ejercicio
profesional
    o   El papel de organismos profesionales y grupos de interés específico
(Special Interest Groups)
•       La incorporación de temas éticos en los planes de estudio de las
carreras de la disciplina

considerarán artículos tanto en el formato de Abstract Extendido (hasta 4
