CALL FOR MANUSCRIPTS: The journal invites contributions from all parts of
the world from academic and industry scholars involved in research,
management, and the utilization of global information resources. Besides
quality work, at a minimum each submitted article should have the following
three components:  an IS topic, an international orientation (e.g., cross
cultural studies or strong international implications), and strong evidence
(e.g., survey data, case studies, experiments, secondary data, etc.).
Please submit your manuscript electronically to the Editor-in-Chief at
pcpalvia at uncg.edu.

REVIEW PROCESS: Each suitable article is blind-reviewed by three members of
the editorial review board. A recommendation is then made by the
Editor-in-Chief or an Associate Editor. The final decision is made by the
Editor-in-Chief.  If a revision is recommended, the revised paper is sent
for final approval to one of the Editors.

Recent trends have caused me to give deep and critical thought about what
and where to outsource, and why. The AE observes that “Every manager wants
three things in an important business decision. They want it fast, they
want it cheap and they want it good. Trouble is, they only get two out of
three of those qualities.” He provides several examples to make his point.

THE IMPACT OF SOCIAL CAPITAL ON INFORMATION EXCHANGE AND WELL-BEING IN
VIRTUAL COMMUNITIES

Virtual communities play a significant role in improving communication and
well-being during disasters. A theoretical model is developed to
investigate the mechanism by which social capital contributes to individual
and collective well-being through information exchange. Results show that
information quality is more critical to individuals and the community than
information quantity after a disaster. Four elements of social capital are
important to improve information quality: trust, reciprocity, shared
language and shared vision. Theoretical and practical implications across
cultures and countries are provided.

ANALYZING HUMAN RESOURCE MANAGEMENT PRACTICES WITHIN THE GSD CONTEXT

The management of processes and people, who work in globally distributed
teams, requires a high level of coordination and collaboration. The People
Capability Maturity Model (People-CMM) provides a complete framework that
enables quality in human resource management to be improved. However,
today, the adoption of the People-CMM within organizations using Global
Software Development (GSD) is not an easy task. This study uses an
empirical study to analyze the implementation of the People-CMM within the
GSD context. Results confirm that cultural and communication problems are
the main challenges in the implementation of the People-CMM adoption within
GSD scenarios.

INTERCULTURAL COMMUNICATION COMPETENCE VIA IP SERVICES APPLICATIONS: A
MODIFIED TASK-TECHNOLOGY FIT PERSPECTIVE

There is little empirical research regarding the role of technology in
communicating across cultures.  Over a four week period, 100 American and
60 Taiwanese subjects communicated virtually via the Internet Protocol (IP)
application Skype in order to learn from each about their respective
cultures and acquire communication skills. A survey was administered to the
American participants at the end of the four weeks. Results of PLS analysis
show strong support for a self-efficacy modified task-technology fit
perspective to understand the relationship between IP services applications
and intercultural communication competence.  The utilization of IP services
applications and the perception that the IP services applications fit
intercultural communication tasks are useful predictors for perceived
intercultural communication competence.

Prior to this assignment Dennis was Chief Information Officer for Delphi
Interiors and Closures. The interview discusses many topics such as: the
Inteva company’s background, the role of IT in the company and the
industry, IT issues in internationalization, global IT architecture, and
key technical and management issues.

BOOK REVIEW: HOW FIRMS CAN STRATEGICALLY INFLUENCE OPEN SOURCE COMMUNITIES:
THE EMPLOYMENT OF ‘MEN ON THE INSIDE’, BY VIKTOR LEE

The development and adoption of open source software (OSS) has had
unprecedented growth.  The main objective of this book is to understand
whether and to what extent firms influence OS communities, and it is based
on both quantitative and qualitative research. Lee shows that, despite the
apparent paradox of combining an OS model and a profit-driven business
model, firms can succeed in integrating an OS community into the firm’s
development process with the help of strategic agents.
