[AISWorld] CFP Transformational Government Mini-Track at HICCS-47

Transformational Government

Within the 47th Hawaiian International Conference on System Sciences (HICSS), a minitrack on Transformational Government is organized. The 47th HICSS, one of the most prominent Conferences on Information Sciences worldwide, will be held on January 6-9, 2014, in Big Island, Hawaii (http://www.hicss.hawaii.edu).

Initially, e-Government was considered a technical phenomenon. However, more recently, research on this topic clearly showed its multidimensional nature and identified the importance of strategic, political, managerial, organizational, legal and external relationship factors to understand and explain the ICT-enabled transformation of government. This mini track examines the complexity of effectively managing e-Government and its transformational potential. Increasingly, this involves inter-organizational collaboration, multi-sector networks, and the management of relationships with internal and external stakeholders.  This mini track welcomes papers that focus on the transformational aspects of e-Government as well as their implications for government, citizens, and society. It looks for empirical, theoretical or conceptual contributions that show the importance of strategic, political, institutional, managerial, organizational, and democratic factors in managing e-Government.

Topics and research areas include, but are not limited to:
* Strategies for e-Government and transformational government
* Strategies for the design, development, implementation, maintenance, performance, and evaluation of public sector information systems
* Theoretical premises and development for transformational government
* Value foundations for transformational government
* E-Government impact on organizational transformation
* Transformational outcomes of e-Government initiatives and their implications
* Increasing efficiency and/or effectiveness through e-Government initiatives
* Inter-organizational collaboration, public-private partnerships, and other collaborative arrangements in the public sector
* Collaboration between government agencies and external stakeholders (e.g. citizens, businesses, NGOs)
* Cross-government information sharing, regional, national and transnational information-sharing networks, and information integration
* Methods and frameworks for e-Government evaluation and performance assessment
* Innovation management, benchmarking, and trend monitoring in e-Government
* Transformation and change management in e-Government initiatives
* Transformational aspects of e-engagement and e-participation initiatives
* E-Government business models and benefits realization from e-Government initiatives
* Stakeholder collaboration and management in e-Government
* Increasing e-Government uptake
* User-centric e-Government
* Government front office and/or back-office integration
* Service transformation and multi-channel service delivery
* EAM - e-Government Architecture Management
* IT/IS Planning and Management in Government
* Knowledge management in Government
* Accountability and Governance of e-Government initiatives
* Political, economic, legal, and social aspects of e-Government
* Citizens, businesses and other stakeholders as e-Government users
