Hiring for New Director of Information Analytics Position - Appalachian State University - Boone, NC USA

Reporting to the Associate Vice Chancellor and Chief Information Officer of Information

Technology Services this position is responsible for the coordinated effort among campus divisions to design, implement and manage an information analytics and data warehouse platform at Appalachian State University.  This position has overall responsibility for the success and delivery of information analytics capabilities to ensure that the university has the necessary data and information for ongoing daily operations and strategic planning, including the delivery to campus data users of clear, reliable performance metrics, deriving actionable insight from complex business data, and leveraging data to understand and improve business processes. 

The responsibilities of this position are cross-divisional and require effective partnerships with all Vice Chancellors, Institutional Research, Assessment and Planning (IRAP), business owners and data stewards, enterprise and distributed technical organizations, security teams, and functional offices around operational data management.  The person in this position organizes and convenes appropriate governance structures, including a data steward council of vice chancellors to set policies and procedures regarding business definitions of data, access and usage of data, as well as a data management committee to oversee cohesive campus implementation of data steward council policies.  As a project director position, the successful candidate will work closely with IT personnel across the institution to:

·     		  Lead university wide information analytics projects, developing comprehensive project plans, including work breakdown structure, 	schedule creation, resource plans, budgeting, communications, and synthesizing of plans across multiple projects

·       Manage, guide, mentor, motivate, and lead campus personnel toward accomplishment of project goals.

·       Recruit, develop and retain a high performing team responsible for delivery of information analytics, data analysis, and reporting solutions

 

The director will organize and convene appropriate governance structure, including data steward council of vice chancellors to set policies and procedures regarding business definitions of data, access and usage of data, as well as a data management committee to oversee cohesive campus implementation of data steward council policies.  The individual in this position will serve on relevant University of North Carolina General Administration Enterprise Committees and North Carolina State Business Intelligence initiatives. 

 

The director is responsible for an ongoing program that includes defining and executing a campus information analytics strategy, use of collaborations and campus-wide resources, project management functions, facilitating information and data governance, advising senior leadership on direction and resource investments, and designing appropriate policies to manage information risk.  Specific examples of position authority include:

 

·       Develop, publish and enforce policies and procedures governing institutional data collection and to coordinate data requirements throughout the university.

·       Act as enterprise data quality manager, in appropriate partnership, to ensure that data quality issues are identified, publicized, and addressed

·       Lead efforts to consolidate reporting platforms and provide vision for ASU information analytics roadmap of central repository of electronic institutional data, including purchasing process for related technology.

 

 

Required qualifications are:

·       BA or BS in analytics, informatics, computer science or management information systems

·       8 years of experience in data warehouse and/or information management

·       Demonstrated success at managing and delivering major information analytics projects

·       Broad knowledge of the different "businesses" that occur in a higher-education, demonstrated skill in seeing institutional data as an integrated whole and ability to connect information analytics with operations, decision support, and strategic planning

·Very strong relationship management skills with demonstrated ability to work across organizational boundaries, achieve results by influence and interact professionally with a diverse group of executives, managers, and subject matter experts

·       Demonstrated effectiveness in oral & written communication

 

Preferred Qualifications are:

·       Masters in analytics, informatics, computer science or management information systems

·       3 to 5 or more years of experience in IT Project Management to include: scheduling, coordination, control, budgeting, and/or project/process documentation

·       Minimum three to five years of experience with information analytics reporting tools

·       Knowledge of information analytics solutions and implementations within higher education and ability to see, articulate, and help shape the future of information analytics

·       Strong knowledge of Data warehouse design methodology in a higher education context such as Kimball or Inmon or equivalent methodology. Thorough understanding of data modeling for data warehouse

·       Outstanding background in data analysis tools and methods, familiarity with ETL processes and experience working with highly skilled quantitative/statistical analysts

·       Strong Database skills including design, Oracle, SQL, and stored procedures

·       Excellent people skills in the delivery of IT related projects and experience managing and mentoring information analytics and data warehouse development team

·       Demonstrated success in understanding and mapping client business requirements and establishing customer satisfaction criteria for project success

·       Ability to independently plan, organize, and control the activities of multiple, large scale, cross functional project teams and manage difficult situations within tight project time frames

·       Knowledge of application development, including business requirements gathering, development, testing, and implementation

·       Lead university wide information analytics projects, developing comprehensive project plans, including work breakdown structure, schedule creation, resource plans, budgeting, communications, and synthesizing of plans across multiple projects

·       Manage, guide, mentor, motivate, and lead campus personnel toward accomplishment of project goals.  Model persistent and professional pursuit of all project deliverables and documentation.

·       Recruit, develop and retain a high performing team responsible for delivery of information analytics, data analysis, and reporting solutions
