The 8th Health Informatics in Africa Conference - HELINA 2013 will take place in Eldoret, Kenya, in 7-8 October 2013, hosted by the Kenyan Health Informatics Association (KeHIA). HELINA is the Africa Region of the International Medical Informatics Association (IMIA).


HELINA 2013 solicits submission on all aspects of health informatics and e-health Africa. The conference theme “Evidence Based Informatics for e-Health in Africa” encourages submissions that are based on empirical evidence of the use of information management and information and communication technologies for providing better health care for people in Africa. Theoretical, methodological and practical papers are equally welcome. Possible sub-themes include but are not restricted to the following:



 *   National e-health strategies, policies and architectures
 *   Local, regional and national level of healthcare management
 *   Management within a health facility (hospital, health centre)
 *   Patient care in home, primary healthcare and hospital settings
 *   Health programmes and specialised care (maternal and child health, mental health, HIV/AIDS, etc.)
 *   Empowering communities, community health information systems, community participation
 *   Electronic and paper-based health records, information architectures, terminologies, data set standards
 *   Information systems analysis, development, implementation and assessment
 *   Software systems development, software architectures, interoperability and standards
 *   Health informatics education
 *   Research methods, research capacity development



Submissions are solicited in two categories: 1) full papers of original scientific research; 2) abstracts of work in progress, practical presentations and poster. Papers and abstracts can be prepared either in English or French and must not have been proposed to other symposia or journals. Full paper submissions should contain an abstract of up to 300 words and the body of about 3500 words; abstract submissions should contain 300-500 words.

Papers and abstracts will undergo a double-blind peer reviewing process. Accepted full papers will be published in electronic conference proceedings with an ISBN. At least one author must register to the conference.

La huitième Conférence Africaine d’informatique Médicale - HELINA 2013 qui se tiendra à Eldoret au Kenya du 7 au 8 Octobre 2013 sera organisé par l'Association d’Informatique Médicale du Kenya (KeHIA) et l’Association Panafricaine d'Informatique Médicale (HELINA).



HELINA 2013 sollicite des communications dans tous les domaines de l’informatique médicale et de la cyber-sante en Afrique. Le thème de la conférence “Informatique fondée sur les preuves pour la cybersanté en Afrique” encourage les communications qui sont fondées sur des données empiriques concernant l'utilisation des technologies de l'information et de la communication pour améliorer la gestion de l'information et fournir de meilleurs soins de santé pour les personnes vivant en Afrique. Des études théoriques, méthodologiques et pratiques sont les bienvenues. Les sous-thèmes possibles de la conférence incluent, mais ne sont pas limités à ce qui suit:



 *   Stratégies nationales de cybersanté, politiques et architectures
 *   Gestion des soins de santé au niveau local, régional et national
 *   Gestion d’établissements de santé (hôpital, centre de santé)
 *   Soins des patients dans le cadre familial, dans les centres de santé primaires et dans les hôpitaux
 *   Programmes sanitaires et soins spécialisés (santé maternelle et infantile, santé mentale, VIH / SIDA, etc.)
 *   Habilitation et participation des communautés, systèmes d'information de santé communautaires
 *   Dossiers de santé électroniques et sur papier, ontologie : architectures des informations, standards et terminologies
 *   Analyse, développement, déploiement et évaluation des systèmes d'information
 *   Développement de logiciels, architectures, interopérabilité et standards
 *   Enseignement et formation en Informatique Médicale
 *   Méthodes de recherche et de développement des capacités de recherche



Le format des soumissions est: 1) articles complets présentant des résultats originaux; 2) articles courts ou résumés de travaux en cours, des séances de travaux pratiques ainsi que des affiches/posters. Les articles et résumés peuvent être préparés soit en anglais ou en français et ne doivent pas avoir été proposées à d'autres conférences ou des revues. Les articles complets doivent contenir un résumé de 300 mots avec un corps d’environ 3500 mots; Les résumés ou articles courts doivent contenir 300-500 mots.
