Panel Session: The Role of e-Government in Administrative Reform: Towards New Forms of Governance, Democracy, and Accountability?

PANEL DESCRIPTION
In the last decades, governments around the world started to use Information and Communication Technologies (ICTs) to improve various forms and aspects of government and governance. For instance, e-Government solutions have been introduced as a critical enabler for administrative reform in order to achieve better governance, more transparency, better quality services, and greater citizen involvement in the decision-making process.

Various ambitious demands placed on the design and delivery of 21st century government not only raise questions around how governments manage and implement seemingly competing interests in ICT-enabled administrative reform initiatives, but also if, and if so how and to what extent, the administrative reform objectives have been achieved through e-Government. Moreover, high expectations around ICT-enabled 'transformational' changes within the public sector and in its external relationships also leads to the question to what extent new forms of governance, democracy and accountability are emerging from the application and use of e-Government, and what the implications are for public management.

This panel intends to further explore these important issues around the role and actual outcomes of e-Government in administrative reform initiatives, and the implications for public management. It invites both theoretical and empirical papers that contribute to the existing body of knowledge around the role of ICTs in improving governance, accountability and democratic institutions in the public sector. Papers abstracts should include a short description of the topic, the research question(s) and method, and an indication of the research findings. Accepted papers for this panel will be considered for possible publication in the International Journal of E-Planning Research (IJEPR; www.igi-global.com/ijepr).
