FINAL CALL FOR LONG PAPERS

DUE BY NOV 15

CONFERENCE THEME: Empowering Citizens and Communities through
Information Systems for Crisis Response and Management

*__*

*Conference Dates: May 18-21 2014*

*Penn State University**, USA***

**

*Appropriate Topics: (non-exhaustive list)*

Papers are invited that provide rich description and/or evaluation of
the actual use of Social Media for collaboration and/or widespread
participation in any phase of crisis management, from initial planning
and preparedness, through detection, response, and recovery phases. This
might include, among others:

  * Studies of the use of social media in crises, either for information
sharing that can provide useful information for managers, as a pull
technology, or for dissemination of information to the public as a
push technology. We particularly seek accounts of innovations in
design or use of social media that solve potential problems such as
issues of information overload, assessment of information
trustworthiness, or ethical issues such as privacy.
  * Studies of virtual teams or virtual communities employing "social
software" in the design or use of emergency management information
systems, with data collection methods ranging from laboratory or
field experiments to qualitative case studies.
  * Studies on improving the collaborative resilience of organizations,
cities and communities by means of social media. This particularly
includes collaborative and/or participatory development and
improvement of IT infrastructures for crisis management and disaster
    response.
  * Issues and techniques for mining and analyzing Social Media data.
  * Practitioner case studies of issues and benefits of use of Social
Media by agencies or NGOs are of great interest to this track.
  * Studies or reports of crowdsourcing and other new practices such as
the use of "digital volunteers" that engage the public and connect
    communities.

*Planned journal special issue*:

We are submitting a proposal for a special issue of ISJ ( Information
Systems Journal) on*Empowering Citizen Participation in Emergency
Management*. Authors of outstanding full papers from the Social Media
and Planning and Foresight tracks would be invited to submit an expanded
version of their papers for that issue.

*Contributions*

ISCRAM2014 invites two categories of papers. All paper submissions must
be relevant to ISCRAM, make a new and significant contribution to the
body of knowledge on information systems for emergency management,
support their contribution with valid arguments, and be clearly
structured and well written.

?/Research papers/presenting valid, original, relevant cutting edge
research that will be reviewed to the highest academic standards.
Reviewing will pay additional attention to the application of the
related scientific literature and theory, to the use of an appropriate
research methodology, and to technical, mathematical and statistical
correctness. This will be complemented by a review from a member of the
Scientific Committee (SC).

?/Insights from the Practice of Emergency Management//papers/presenting
new developments in emergency management and policy making, discussing
approaches, methods, tools, (best) practices and standards. These papers
should focus on practical issues and concerns and raise challenges for
future research, and will be reviewed to the highest practice-oriented
standards.

According to the completeness of work, authors can choose to submit
their work as

?/Full papers/presenting completed work. Such papers should be no more
than 10 pages including figures & tables (~5000 words). Due by Nov. 15

?/Short papers/presenting work in progress and novel approaches that are
being developed. Such papers should be no more than 5 pages with figures
& tables (~2500 words). Due by Jan. 13.

?/(Proposals for panels are also due by Nov. 15, see conference website
for template)/

For each type of paper, submissions are welcome from academics,
researchers, practitioners, technical or other experts, policy makers,
or other professionals in the emergency management domain. The
proceedings will identify the type of submission and reviewing process
chosen.
