Position Summary

Applications are invited for a Senior Software Developer at Business Information Systems, University College Cork (UCC).  The position is funded by a European Commission (EC) FP7 Grant.  The objective of the project, titled SHELP (Securing Health, Emergency, Learning, Planning), is the Development of Decision Support (DSS) Tools for Improving Preparedness and Response of Services Involved in Emergency Situations.  The S-HELP DSS will bring major benefits to emergency management (EM), from learning and preparing for emergency incidents and analysing threats, to post evaluation, reporting and logistics management.  It will provide a unique mechanism to assist stakeholders and end users to work together for co-ordinated, effective, evidence based decisions at all stages of EM.  It therefore plays an essential role in the response to emergency situations that in many   cases has a negative impact on human health.  The tools delivered (and having been   validated in 3 key scenarios) by S-HELP will result in improved preparedness   and response of health services involved in large scale and/or cross border   emergency situations, a more effective knowledge base for responder and decision-makers, thereby supporting the EU goal of the Protection and Security of the Citizen.  The role is for a Senior Software Developer.

Project Title:            FP7 Securing Health, Emergency, Learning, Planning (SHELP)

Post Duration:         34 Months

Role Summary

This title will apply to a person of appropriate qualifications e.g., BSc, MSc or PhD employed on a contract for the purpose of supporting a research project, programme, centre or institute. A Research Support Officer will work under the direction of one or more Principal Investigator (s)/ Senior Researcher(s) within a dedicated laboratory on one or more research projects.



Key Duties and Responsibilities
·         Proficient in developing multithreaded Android applications with a networking component;
·         Proficient in Java 7 SE and ideally Java 7 EE and Enterprise Java technologies such as Spring and Hibernate;
·         Proficient in client server concepts and multi – tier application development, in particular RERST and JSON.
·         Some exposure to design patterns, including but not limited to Singleton, Observer and compound patterns such as Model – View – Controller;
·         Some experience of automated test frameworks such as JUnit, TestNG, SoapUI and Selenium;
·         An understanding of the architecture, components, and layers involved in creating WebGIS applications.
·         Awareness of Feature Manipulation Engine (FME) and FME Data Conversion techniques.
·         A strong command of web technologies for spatial programming (i.e. Implementing JavaScript Libraries [Open Layers, ExtJS, GeoExt etc]),
·         Relational and database design and creation (PostGRES and / or PostGIS)
·         Understanding of Semantic Web Standards particularly rules for handling spatial data (OGC standards).
·         Excellent problem solving and communication skills.
·         Engage in appropriate training and professional development opportunities as required by the Principal Investigator.
·         Carry out any additional duties as may reasonably be required within the general scope and level of the post.
·         Although it would be preferable that someone has a familiarity working with Geographical Information Systems, it is not essential.
·         To provide specific research skills to support the on-going development of the research team and to contribute to the transfer of knowledge in the specific research area.
·         To undertake research under the direction of a Principal Investigator or Head of Research Centre.
·         To provide support in a specific area of expertise, including the use, maintenance and management of research, including equipment.
·         To perform a variety of technical duties supporting the research project or programme, as required.
·         To draw up detailed technical specifications as required.
·         To support research project activities.
·         To oversee installation of equipment, where required.
·         To assist in setting up and maintenance of equipment, where required.
·         To assist PI’s and researchers in performing lab work, where required.
·         To coordinate lab activity to support the research area/project where required.
·         To develop contacts to acquire knowledge and understanding of the research project and research related work.

·         Knowledge transfer and commercialisation experience is highly desirable.
