The two co-located IFIP conferences will be held at

The annual international IFIP Electronic Government (EGOV) conference is the European core conference in the domain of ICT in the public sector. Each year, scholars from all over the globe present the state of the art and most recent innovations in e-government, e-governance and related fields of study. The IFIP conference is organized by the IFIP Working Group 8.5 on information systems in the public sector. Since its beginnings in 2001, the EGOV conference has provided important guidance for research and development in this fast-moving domain of study.

The IFIP EGOV conference brings together leading researchers and professionals from across the globe and from a number of disciplines. Together with IFIP ePart, the sibling conference on electronic participation, and frequently affiliated workshops on emerging topics, the IFIP EGOV conferences have attracted around 150 participants on average per year from all continents including developing countries.

E-government research demonstrates its relevance to practice and, consequently, influences and shapes government strategies and implementations. Conversely, e-government practice also inspires e-government research. A wide range of topics has received scholarly attention: The assessment and evaluation of e-government projects, the use of Data Science in government, the foundations of e-government as a research discipline, integration and interoperation in government, transformation, smart government, organizational change, citizens at the center, open and big data, adoption and diffusion, open government, social media, ICT supporting policy modeling, and the role of information and communication technology for development appear to be among prevalent topics in e-government papers, workshops and panels.

For the 13th IFIP EGOV conference we seek contributions that include but are not limited to:


-- Foundations of e-government and e-governance research including theories, standards of inquiry, methods and
frameworks as well as multi- and interdisciplinary approaches to e- government research
-- Open innovation, innovation management, transparency, transformation and change management, and complexity management in shaping public sector advancements as well as future directions in research and practice
-- Data Science in government including predictive and pattern modeling on big and open data (technical challenges, information quality, implementation considerations, policy implications, among others)
--  Smart government and smart governance including smart cities, smart grids, and electric mobility
-- Design approaches for ICT solutions in the public sector, including stakeholder engagement, citizen co-creation, and crowd sourcing
-- Transformative government, lean government, cloud computing, open government data, participative governance, digital divide, universal and mobile access, trust, security, identity, interoperability, and social media among others
--  E-government architecture and project success and failure cases
--  E-government-related policy issues including modeling and simulation and use of social medi
-- ICT usage, acceptance, measurement, benchmarking, benefit management and performance of technology-supported public sector activities
-- Legal compliance, knowledge rules, legal shaping and legal impact of innovative government services provision
--  Particular domains of study in e-government and e-governance such as emergency and disaster response management, policy making, law enforcement, compliance and criminal justice
--  Retaining public sector experiences, in developed and developing countries
-- Consequences and implications for e-government from wide-ranging surveillance and spying of digital communication
--  Education, human resources, training courses, and curricula

The IFIP e-government conference 2014 hosts five distinct formats of contributions:

*  Completed research papers (max 12 pages, published in Springer LNCS)
*  Ongoing research and innovative projects (max 8 pages, published in alternate proceedings by a tbd publisher)
*  Posters (max 2 pages), to be exposed along the welcome reception on Tuesday evening
*  Workshops and panels on pertinent issues, short abstracts (2 pages) to be included in the alternate proceedings
*  PhD colloquium submissions

These formats encourage both, scientific rigor and discussions of state of the art as well as innovative research approaches, work in progress, and studies of practical e-government or e- governance projects along with papers on system implementations.

Prior to the conference (that is, on Sunday, September August 31), a PhD student colloquium will be held providing doctoral students with an international forum guided by senior scholars for presenting their work, networking opportunities and cross-disciplinary inspiration. As indicated the IFIP EGOV will be co-located with the Sixth IFIP International Conference on electronic participation (IFIP ePart), which will be dedicated to topics on e-participation and e- democracy. IFIP ePart will take place slightly overlapping with the IFIP EGOV conference at the same venue. Participants registering for one conference can also attend the other conference for no extra charge.

*       March 15, 2014-Submission of workshop/panel/poster/PhD colloquium contributions
*       April 30, 2014-Notification of acceptance/rejection decisions for papers
*       May 15, 2014 - Notification of acceptance for workshops/panels/posters/PhD colloquium contributions
*       May 31, 2014-Camera-ready papers of completed research
*       June 15, 2014 - Camera-ready papers of ongoing research, posters, workshop and panel descriptions
