CALL FOR MANUSCRIPTS: The journal invites contributions from all parts of
the world from academic and industry scholars involved in research,
management, and the utilization of global information resources. Besides
quality work, at a minimum each submitted article should have the following
three components:  an IS topic, an international orientation (e.g., cross
cultural studies or strong international implications), and strong evidence
(e.g., survey data, case studies, experiments, secondary data, etc.).

REVIEW PROCESS: Each suitable article is blind-reviewed by three members of
the editorial review board. A recommendation is then made by the
Editor-in-Chief or an Associate Editor. The final decision is made by the

In a small innovative IT firm, only a part of competencies is internal and
under entrepreneurial control, another part is external and tied by a
variety of collaboration forms. Further, the high rate of innovation in IT
sector requires that competencies should be renewed with a very high
frequency. This editorial discusses several perspectives in this context,
e.g., the relevance of proximity, regional locus of innovation, learning
region, smart specialization, pattern of innovation, and beyond the
state-of-the-art.  It also compares emergent innovation with planned
innovation.

NATIONAL-LEVEL DETERMINANTS OF GLOBAL MUSIC PIRACY AND ONLINE MUSIC SALES:
AN EXPLORATORY STUDY

This study investigates the factors that affect global music piracy
directly and electronic business indirectly. These factors can be grouped
into three categories: economic, legal/regulatory, and technological.
Economic status and regulatory status emerge as the primary factors
affecting music piracy. Technology indirectly affects music piracy by
acting as a mediator between a nation’s economic status and the music
piracy rate. A nation can reduce its music piracy rate and enhance
e-business by devising stricter laws to safeguard intellectual property,
punishing violations of Information and Communication Technology (ICT)
related laws more strictly, allowing more free trade with other countries,
inspiring attitudinal changes about inappropriate copying behavior through
awareness campaigns, and encouraging increased and secure broadband usage

INFLUENCE OF CONTEXT AND CULTURE ON MANAGERIAL PERCEPTIONS AND PRACTICES IN
THE TURKISH SOFTWARE INDUSTRY

This is an empirical examination of the Turkish software industry to
understand how its current profile, managerial practices and perceptions
are shaped by the context of an emerging economy and cultural background.
In comparison to a developed economy with a very different culture,
Austria, employees, know-how and access to new technologies are perceived
as less important, while productivity and sales are considered more
important. Marketing to foreign countries as well as policy are perceived
as major barriers, while domestic rivalry, software piracy and e-business
readiness are perceived as smaller growth barriers. The domestic market is
relatively developed, but rivalry is low and dominated by large companies.
Generally, the companies exhibit a short-sighted perspective, with limited
focus on process maturity, and investments in continuous training of
employees.

A CROSS-NATIONAL ANALYSIS OF INTENTION TO USE MULTIPLE MOBILE ENTERTAINMENT
SERVICES

This research proposes a model for cross-national analyses of intention to
use multiple mobile entertainment services using a modified technology
acceptance model (TAM) and the theory of planned behavior (TPB).
Antecedents of intention to use were examined through a survey of young
adult mobile users in Japan and the U.S. The based on a modified TAM-TPB
framework, fits generally well for cross-national analyses of entertainment
services.  All except one path in the estimated models for Japan and the
U.S. were statistically significant. The results indicate that paths
originating from perceived value can differ, possibly due to practical
considerations such as pricing and regulations. These results have useful
implications for the adoption of global marketing.

Business Intelligence Institute (DEBII) in Australia. The authors discuss
various aspects of risk management as well as present an innovative
framework.
