The Importance of Institution-Based Trust in Mobile Adoption with Online Shopping Applications

This paper develops a research model that examines online purchasing by consumers. A research model was built to focus on the role of trust and its impact on inertia, loyalty, satisfaction of online consumers. 1,896 consumers in the United States were surveyed using an instrument and structural equation model that yielded respectable reliability and validity. It was discovered that certain sub-constructs of trust play an important role in influencing consumers' behavioral intention toward online shopping. Both institution-based trust and structural assurances-based trust positively influence inertia and satisfaction. The data showed that greater levels of institution-based trust leads to greater levels of online shopping satisfaction using mobile devices. However, a person's perception of structural assurances-based trust does not significantly influence his/her loyalty toward shopping with an online vendor. This paper adds to the understanding of online purchasing. Future researchers can refine the model and instrument to further explain consumers' acceptance of mobile online shopping applications.

Turkish Case of E-Government Strategy Development and Policy-Formulation Process: Recent Developments on Evaluations of E-Government Rankings

Use of Information Communication Technologies (ICTs) by governments all over the world has opened new avenues in terms of redesigning the relationship between the state and not only the society but also the businesses, creating new forms of relationships with wider meanings especially for the society as a whole, and ideas and practices regarding policy making process. While enjoying centralist tendencies and a strict hierarchical bureaucratic model intrinsic to the inner cycles of the organizational levels, the Turkish administrative system has been trying new forms of governance models exemplified in e-government policies. This paper tries to analyze and discuss the main tenets, actors, coordinating and partnership mechanisms, undertakings, evaluation techniques and prospects of e-government policies as a newly emerging policy area with specific reference to Turkish e-transformation efforts, policies and initiatives. Firstly, the paper would underline the “formation” and “participation” (formulation) dimension and stage of the ICT policy process. Presenting up-to-date information and analyses regarding the developments in recent and current stage of evolution, guidelines and suggestions for future are also provided. The discussion will also be furthered by an analysis of country (Turkey) rankings in international (United Nations) e-government reports as an up-to-date case of strategy development, policy formulation and implementation.

Economic Development of a Selected Region: Mathematical Modeling

Macro-economic aspects and further factors influence the economic development of a region. Two new indicators (Index of Citizens' Financial Provision and Risk of Regional Economic Development) are introduced in this paper. These indicators enable people to evaluate the financial provision of citizens and the economic risk of a region in more detail. To demonstrate a function of these new indicators in economic practice, the authors focus on the selected region (Vysocina, Czech Republic) due to the following specific characteristics. Economic performance of the Vysocina Region in comparison with other regions of the Czech Republic is below the average. When calculating GDP per capita the Vysocina Region ranks eleventh position from fourteen regions in the Czech Republic. The input data for examples given in this paper are based from the Czech Statistical Office. Mathematical modeling of the new developed indicators has been created in Microsoft Excel program. To design Indicator Risk of Regional Economic Development the fuzzy sets logic has been used.

An Analysis of Public e-Procurement System: An Overview of Turkish System

In today's global economy, organizations are focusing on customer oriented business models to use information technologies not only for suppliers and customers, but also for effective communication and collaboration with public agencies. This need quick exchange of related and current information in standard formats and publishing widely in the process by encouraging the provision of e-commerce with the application of Internet technologies in the supply chain. It can be applied to any type of governmental work, such as training, provision of justice, tax audits, budget execution, financial control, and also procurement for the purposes of this research. However all these needs to gain strong expertise and competence of technological and administrative talent are needed to make the government and suppliers together via the Internet. The aim of this research is to analyze the public e-Procurement process, current status & trends, introduce the evaluation processes and tools using the technique of SWOT analysis in the existing studies to provide empirical illustration of how this perspective would be used to give a sense of public e-procurement in action and it also aims to make a new sustainable reliable e-governmental model that includes change management, interdepartmental coordination, resolving the security and authentication for implementing public e-procurement in the frame of Turkish e-Government infrastructure and projects. In this context, a key objective is to develop Governmental policy regarding interactions with private and public sectors. In order to minimize information transformation initiatives, risks, and policy implementation should focus on promoting strengthening effective and affordable connectivity and interoperability.
