Digital Literacy: How Prepared Is India to Embrace It?

University (IGNOU), New Delhi, India)

India is in the midst of great demographic and technological 
transformation. The country is expected to be the home to largest 
working age population in the world by the next twenty years. It needs 
to embrace digital literacy to address the rising demand for jobs. It 
will help to raise productivity as well as create inclusive growth. The 
present study discusses the concept of digital literacy around the 
globe. It further identifies the challenges and opportunities for 
digital literacy in India. The study finds that persistent barriers like 
illiteracy, poverty, under developed infrastructure and poor awareness 
of technology restrain the growth of digital literacy in India. The 
expansion of digital technology spotted through rise in internet and 
mobile subscription in recent years has generated hope but, concerted 
efforts at multi agency levels are required to sustain this momentum.

Extent of ICT Literacy Possessed by Librarians in Federal University 
Libraries in South East Nigeria

Library, Chukwuemeka Odumegwu Ojukwu University, Igbariam, Nigeria)

This paper examined extent of ICT literacy possessed by librarians in 
Federal University Libraries in South East Nigeria. The study adopted 
descriptive survey research design. The population comprised 133 
academic librarians. Achievement test and structured questionnaire were 
used to collect data. Data generated were analyzed using descriptive 
statistics – simple percentage and arithmetic mean. The major findings 
include that librarians in Federal University Libraries in South East 
Nigerian possess high ICT literacy. Librarians in Federal University 
Libraries of South East Nigerian use ICT-based resources to a high 
extent The following constraints militate against librarians' 
acquisition of ICT skills: inadequate funding, poor infrastructural 
facilities, lack of in house/services training programmes for librarians 
on ICT, lack of implementation of ICT in the curriculum of library 
schools, librarians do not participate effectively in professional 
conferences, seminars and workshops on ICT. The study recommended that 
management should from time to time organize in-house training /service 
training on ICT for librarians.

A Study Regarding the Perception of Digital Citizenship among Adults and 
the Assessment of This Perception: A Digital Literacy Model

Technologies Authority (ICTA), Ankara, Turkey)

Over time, as the influences of digital technologies on individuals' 
lives became apparent, the concept of digital citizenship as developed. 
Digital citizenship is considered to consist of 9 dimensions. These 9 
dimensions have been previously described by Mike Ribble and his 
colleagues. These studies demonstrate not only the importance of 
effective use of digital technologies, and especially online 
technologies, but also the importance of ethically responsible and 
critical use. Over time, the concept of digital competence, which 
represents an integral aspect of digital citizenship, is also defined. 
In this study, a digital literacy model is created associated with the 
dimensions of digital citizenship and the aspects of digital competence. 
Based on this model, the perception of individuals regarding the 
conscious, proper and effective use of online technologies is assessed, 
and a comprehensive field study regarding digital citizenship is 
conducted.

The Impact of Territorial and Relational Belonging on Member Retention 
in Social Networking Sites

Kiser (University of the Incarnate Word, San Antonio, TX, USA)

With the growth in social networking and the highly competitive nature 
of the social networking market, it is important to understand the 
factors that influence social network site (SNS) member retention. In 
order to better understand continuation intention among SNS members, the 
authors propose and empirically test a model built upon the IS 
continuance model, motivation theory, and two belongingness constructs 
drawn from social psychology. Results of this study indicate that 
positive confirmation, perceived usefulness, and perceived enjoyment 
influence user satisfaction, which in turn has a strong impact on 
continuance intention. In addition, the member's sense of territorial 
belonging to the SNS has a positive influence on both continuance 
intention and perceived enjoyment. The member's sense of belonging 
stemming from relationships with others within the community has a 
positive influence on both perceived usefulness and perceived enjoyment, 
but appears to be insignificant with respect to a direct influence on 
continuance intention.
