SPECIAL ISSUE ON CITIZEN PARTICIPATION IN SMART CITIES: CONCEPTS,  
OPPORTUNITIES AND CHALLENGES
INTERNATIONAL JOURNAL OF PUBLIC ADMINISTRATION IN THE DIGITAL AGE (IJPADA)

INTRODUCTION:
The idea of smart cities is based on two premises: to build better places  
for people and to explore the latest technological achievements that made  
the new digital world where everything is going to be connected if not yet  
(people, machines, services, smart objects, software agents, etc.). These  
and other connected entities communicate based on the sensing-responding  
principle. Following the philosophy of the world largest technical  
professional organization IEEE, which is dedicated to advancing technology  
for humanity, this special issue is dedicated to listening (sensing)  
citizens via advanced Web technologies (especially Web 2.0) and act with  
respect to their acquisitions, opinions and collective intelligence in  
order to make their lives better.


OBJECTIVE OF THE SPECIAL ISSUE:
This special issue seeks to foster a scientific understanding of smart  
cities development by emphasizing the importance of active engagement of  
citizens, forecast future trends in the area, and provide a timely  
publication of current research efforts,. This special issue is concerned  
not only with particular advanced technologies or their mixture, but also  
with the conceptual frameworks, examples of ecosystems, new business  
models, business process modeling and management in smart cities  
governmental management, knowledge management, and security and privacy  
issues, as well. Risk analysis, success stories, and failure analysis are  
also of particular interest.


RECOMMENDED TOPICS:
Topics to be discussed in this special issue include (but are not limited  
to) the following:

• Gathering, organizing, and sharing collective intelligence
• Open Government Data
• Big Data Analytics for smart cities’ ecosystems
• Government 2.0 and beyond
• E-health 2.0 and beyond
• Disaster and crisis management
• Energy saving by citizens participation
• Business process modeling and management for Government 2.0, E-health  
2.0, etc.
• Semantic support for smart cities ecosystems
• Knowledge creation and management for smart cities based on citizens  
inputs
• Decision support systems for smart cities
• Cloud services for smart cities based on citizens engagement
• Security and privacy in the presence on social media
• Success stories, risks and failure analysis



SUBMISSION PROCEDURE:
Researchers and practitioners are invited to submit papers for this  
special theme issue on Citizen participation in smart cities: concepts,  
opportunities and challenges , on or before February, 28, 2017. All  
submissions must be original and may not be under review by another  
publication. INTERESTED AUTHORS SHOULD CONSULT THE JOURNAL’S GUIDELINES  
FOR MANUSCRIPT SUBMISSIONS at  
http://www.igi-global.com/Files/AuthorEditor/guidelinessubmission.pdf. All  
submitted papers will be reviewed on a double-blind, peer review basis.  
Papers must follow APA style for reference citations.
An extended abstract (1-2 pages) sent to editors of this special issue on  
or before February, 10, 2017, is highly encouraged and appreciated.
