Some of the suggestions talk about having the authors pay a relatively small
fee that would go to the reviewers. 

On one hand, this might cut down on the number of submissions which might be
a good thing.  On the other hand, the MUCH bigger issue is "pay to publish".
I know of a faculty member in another business discipline who was denied
tenure because some faculty on the P&T committee felt that some of their
articles were "pay to publish".  I totally disagreed, the fees were more in
line with the discussion here of paying reviewers but in the end that
faculty member was gone.
