Social Media Usage in E-Government: Mediating Role of Government Participation

When citizens are actively engaged in e-government processes as co-creators it leads to e-government development. Citizen participation in e-government is a recent phenomenon where government is seeking more involvement of citizens through different platforms. Whether citizens' participation through social media platforms leads to e-government development has been a debate in literature. In this research study, the authors investigate whether social media usage influences government's role in e-government development. Power distance between government and citizen also plays a role in deciding the extent of e-participation in e-government. In this study, the authors examine the relationship between social media, power distance, citizen engagement and e-government development. Using customer focus theory and agency theory, this study establishes that e-participation initiative by government acts as a mediator in the relation between social media usage by citizen as well as power distance to e-government development.

Systematic Review of Risks in Domestic and Global IT Projects

The development of information technology projects is no longer limited to the domestic sphere. This study identifies the differentiation of risk categories between global and domestic projects through an exploratory research carried out by means of a systematic literature review. 1367 risks were identified in 37 articles and classified within 22 categories. The major concern regarded in domestic project management was the client (external risk) and scope (internal risk) and, in global project management, the psychic distance (external) and coordination and control (internal). The main difference between the risk categories for each project type refers to the psychic distance category, which was identified almost exclusively in global projects, thus making the external risks more relevant than those in domestic projects. On the other hand, it makes risks such as client, supplier and stakeholders be underestimated. The results indicate that project managers should focus on different risks depending on the type of IT project: global or domestic.

Analysis and Evaluation of a Framework for Sampling Database in Recommenders

In this paper the authors proposed a database sampling framework that aims to minimize the time necessary to produce a sample database. They argue that the performance of current relational database sampling techniques that maintain the data integrity of the sample database is low and a faster strategy needs to be devised. The sampling method targets the production environment of a system under development that generally consists of large amounts of data computationally costly to analyze. The results have been improved due to the fact that the authors have selected the users that they had more information about them and they have made the data table denser. Therefore, by increasing the data and making the rating more comprehensive for all the users they can help to produce the more and better association rules. The obtained results were not that much suitable for Jester dataset but with their proposed methods the authors have tried to improve the quantity and quality of the rules. These results indicate that the effectiveness of the system greatly depends on the input data and the applied dataset. In addition, if the user rates more number of the items the system efficiency will be more increased.

The Role of the Internet as a Tool to Search for Tourist Information

The internet has become the main tool to search for information. This is particularly the case for the tourism industry, where online searches are becoming increasingly popular. The ongoing growth of e-commerce has ruptured the existing relationship with the old management information systems and products. Given the vast range of available information, search and meta-search engines have become key elements in gaining a competitive advantage and establishing differentiation strategies within the sector. This paper aims to compare tourism e-commerce search engines and meta-search engines based on website structure and content. It analyses the main attributes and categories found to create clusters and a ranking from which to compare the position of search and meta-search engines from the perspective of the supplier, as opposed to that of the traditional consumer market preference. This paper will contribute to the industry by providing valuable information for best management practices about the tourism website's structure and offering, and determining factor in implementing successful strategies.

The Satisfaction of Saudi Customers Toward Mobile Banking in Saudi Arabia and the United Kingdom

Rapid advancements in technology over the last two decades played a key role in increasing the utilizations of mobile banking applications. Banks are providing this service to allow their customers to access their accounts anytime anywhere. Although many studies have assessed user satisfaction of mobile banking, most of these studies have been done in developed countries and only a few have compared mobile banking in developing with developed countries. This study assessed user satisfaction of mobile banking in both the United Kingdom and Saudi Arabia. Above 100 online questionnaires were collected from individuals who have experience in using mobile banking applications in both the UK and Saudi Arabia. The results show that system quality has a significant effect on customer satisfaction in the UK, but not in Saudi Arabia. Secondly, both information quality and interface design quality have significant effects on customer satisfaction in both the UK and Saudi Arabia. However, the overall findings from this study suggest that respondents are more satisfied with mobile banking in the UK than with mobile banking in Saudi Arabia.

Time-Varying Dynamic Topic Model: A Better Tool for Mining Microblogs at a Global Level

In this paper the authors build on prior literature to develop an adaptive and time-varying metadata-enabled dynamic topic model (mDTM) and apply it to a large Weibo dataset using an online Gibbs sampler for parameter estimation. Their approach simultaneously captures the maximum number of inherent dynamic features of microblogs thereby setting it apart from other online document mining methods in the extant literature. In summary, the authors' results show a better performance of mDTM in terms of the quality of the mined information compared to prior research and showcases mDTM as a promising tool for the effective mining of microblogs in a rapidly changing global information space.

Using DEMATEL-Based ANP Model to Measure the Successful Factors of E-Commerce

Factors affecting online businesses are complicated and intertwined. To stimulate online sales, understanding of key influential factors and causal relationships among the factors is important. This paper introduces a hybrid method, called the DANP method, to expose the driving factors that most influence the online businesses. A hierarchy of fourteen criteria in six dimensions is formed to denote the influence levels and weights of factors. The causal graph shows that “Uncertainty” dimension has the highest degree of direct impact on other dimensions; thus, strong efforts should be made to eliminate the influence of this dimension throughout the online shopping process. In addition, the results also show “perceived price” to be the greatest important criterion among all; thus, it should be treated with top priority to boost the online businesses.

Understanding Intentions to Switch Toward Cloud Computing at Firms' Level: A Multiple Case Study in Tunisia

This research aims to study intentions to switch toward cloud computing at firms' level. As a new way to deploy information technologies (IT) within firms, switching toward cloud computing remains a hard decision that depends on several contextual factors. While several studies have focused mainly on technological aspects, this research adopts a multidimensional perspective by combining the Technology-Organization-Environment (TOE) framework with a two-factor theory perspective. Doing so, the authors attempt to propose a research model that can be useful to deeply understand how firms perform when thinking about switching toward cloud-based solutions. A multiple-case study within five Tunisian firms has been conducted to contextualize the research model and give it more explanation power. The Tunisian context should be interesting, as cloud computing adoption is a new topic that is not sufficiently studied in developing countries, particularly in those characterized by an economy in transition. Data have been collected by semi-structured interviews and coded using the Nvivo software. The analysis of interviews content shows that the expected switching benefits and risks play a mediating role between TOE factors and intentions to switch toward cloud computing. Indeed, the authors found some different results within cases revealing the dual effects of technology, organization, and environment factors on intentions by generating different expected switching benefits and risks. In light of these results, some recommendations are proposed to decision makers in this area.
