Introduction
On January 17, 2018 the European Commission adopted a Digital Education Action Plan, including 11 initiatives to support technology-use and digital competence development in education.
The evolution of information technologies, mobile devices, and social media as well as the needs of students, workers, and academics has experienced rapid changes in the past several years. This complex and dynamic reality requires new forms of delivery of learning content to students, the building of special learning environments, and new teaching methodologies for academics. Old teaching practices (from the building of teaching materials to the evaluation processes and tutorial services) need to be adapted to provide customized and context adapted learning opportunities. There are drivers, barriers, and success factors within distance and mobile learning devices and systems that need to be explored and tested; such as widespread availability and/or the lack of policy support.

The European Commission has funded a number of successful R&D projects focused on mobile learning. Additionally, several EU countries (e.g., Denmark, The Netherlands and UK) have supported the used of mobile learning in schools and universities.
This proposed book aims to foster international exchange of academic insights and approaches and broaden the visibility in the development of technology for education, establish an international platform for interactions on information technology and application in education, accelerate innovation in education technology, and analyze the latest achievements and progress in new and emerging information technology for education, with special focus on higher education institutions.
The book will explore initiatives, policies and cases to support technology-use and digital competence development in education systems around the world. It will discuss experiences and challenges at all levels, from academic staff and administrators, to researchers and designers; from institutions to open, distance and lifelong learning. It also addresses the topic from the micro of specific applications or instances of use in classrooms to macro concerns of national policies and also regional policies, like in the European Union.
The book will universities, education institutions and countries meet challenges and opportunities of the digital era.
The subject area is a combination of highly relevant topics: education institutions (with special focus on universities), information systems and technologies for education and inclusive societies.
Objective
The proposed book aims to be the leading source of information for all those interested in education management and emerging technologies since it promotes scientific discussion on policies, methodologies and approaches, as well as to cover the emerging research topics in digital education which will redefine the goals of education in the coming years.
Furthermore, this book will show the capacity of educational models and policies, information technology and management for the mutual understanding, prosperity, creation of inclusive societies and wellbeing of all the citizens in the world.

Submission Procedure
Researchers and practitioners are invited to submit a 2-3-page chapter proposal clearly explaining the mission and concerns of his or her proposed chapter (Deadline June 15, 2018). Full chapters are expected to be submitted by June 30, 2018. All submitted chapters will be reviewed on a double-blind review basis. Contributors may also be requested to serve as reviewers for this project.
