information technology management as it relates to processes. IT facilitates
globally distributed projects and processes (GDPP). As organizations become
increasingly dependent on IT enabled processes, management of GDPP could be a
key determinant of organizational performance. Ideas from theories of dynamic
capabilities, and IT portfolio management coupled with recent developments in
cloud computing are used to identify some important research issues.<span style=""> </span>Three key research areas are outlined:
facilitating globally distributed projects and processes using a portfolio
perspective, integrating cloud computing with GITM, and differences between the
customer and supplier perspectives.</span></p>

<p class="MsoNormal"><span style="font-size: 10pt;">This study develops a
mechanism to evaluate and gain a better understanding of the digital divide in
small and medium sized enterprises (SMEs) in light of the need<span style=""> </span>to improve the information and communication
technologies (ICT) investment and ICT utilization efficiency of SMEs. <span style=""> </span>It applied the Gowin's Vee research strategy.
Through the grounded theory method, 38 critical conceptual factors were found
in the literature review. These critical factors were used to develop an
evaluation system for assessing the digital divide. Using analytic hierarchy
process, the authors evaluated the weight of every factor in the prototyped
mechanism to Taiwan’s manufacturing companies. The resulting comprehensive
scale can be a useful tool for measuring the sources of the digital gap as well
as for suggesting ways to encourage the adoption of ICT and e-business by SMEs
in Taiwan and other countries.</span></p>

multipurpose smart national identical card (NIC). The research investigates
issues related to Malaysians’ acceptance of MyKad NIC. A questionnaire was
designed and two hundred samples were collected from citizens. The data were
analyzed using descriptive and inferential statistics. Results show that
Perceived Credibility, Performance Expectancy, Facilitating Conditions, and
Anxiety are direct determinants in influencing Intention to Use. Results also
reveal that Malaysians have mediocre acceptance of MyKad NIC owing to the above
determinants. Recommendations are given to increase the acceptability of smart
NIC which are useful for countries implementing smart NIC initiatives.</span><span style="font-size: 10pt;"></span></p>

key factors affecting the expansion of ICT and the realization of macroeconomic
outcomes in transition economies (TE). Research on ICT investments have pointed
to the shortage of technologically skilled ICT workers who can adopt,
implement, innovate and maintain new information technologies in TEs. The
ability to formulate and implement complementary practices to investments in
ICT human capital development strategies remains a continuing problem. This
study investigates the relationship between investments in Telecoms (a subset
of investments in ICT), and a full-time Telecom staff, and propose a two-phase
approach allowing for formulating policy and strategies for complementary
investments in the development of the ICT workforce. The proposed approach is
then tested in the context of eight TEs. The framework of neoclassical growth
accounting and the theory of complementarity provide the theoretical foundation
for this inquiry, while multivariate regression and data envelopment analysis
are utilized to conduct the data analysis. </span></p>
