and communication technologies (ICTs) in the public sector has significantly
increased in many countries around the world. Recently, this phenomenon has
been identified with the term electronic government or e-government, and has
been characterized by the adoption, use, and diffusion of ICTs in different
areas of public management and policy. As a result, government and public
agencies have achieved innovations in different area— communication and
interaction with citizens, the production and delivery of public services, and
public policy decision-making processes.<o:p></o:p></span></font></p>

11.0pt;font-family:Arial'>For some nations, the last decade has been of
significant importance in terms of e-government. From a first stage when
government and public agencies had an Internet presence through web pages only,
we have now arrived to a period in which social networks and social media (such
as Twitter and Facebook) are used on a daily basis. At the same time, as a
consequence of the intensive use of ICTs, innovations in the management of
public organizations have extended to different areas and dimensions. However,
these changes have not been so radical and extreme as some predicted a few
years ago.<o:p></o:p></span></font></p>
<p class=MsoNormal><font size=2 face=Arial><span lang=EN-US style='font-size:

11.0pt;font-family:Arial'>Meanwhile, government investments in ICTs have also
increased, opening the door to new challenges and opportunities in the way we
understand traditional public agencies. A few examples are the existence of
more complex technologies in public workspaces, the need for updated knowledge
derived from technological companies, or the existence of new technology
professionals and hybrid public managers.<o:p></o:p></span></font></p>

research about e-government still faces important challenges. Traditional
research on this phenomenon has focused either on case studies (with limited
potential for generalizing results), on specific dimensions of the phenomenon
(e.g., web sites and governmental portals), or purely on technological aspects
(e.g., the functioning of a specific application). Although e-government
research has undoubtedly been expanding and maturing in the last years, there
is still a need to consolidate this academic field, primarily to provide more
coherence to the research efforts and advances already fulfilled.<o:p></o:p></span></font></p>

at opening up a space for scientific discussion of current theoretical debates,
testing of empirical hypotheses, and the presentation of high-level managerial

environmental conditions that have an impact on these initiatives. In addition,
this special issue provides the opportunity for publication of excellent
