In</span><br><span>order to achieve a comprehensive investigation, the information</span><br><span>seeking and document triage behaviors of users have to be included in</span><br><span>the research as well. For the purpose of a comprehensive investigation</span><br><span>of the topic, it is intended to bring together the digital libraries</span><br><span>community, the digital archiving community and the semantic</span><br><span>technologies community. This full day workshop will be an exciting</span><br><span>opportunity for collaboration and cross-fertilization. In</span><br><span>order to achieve a comprehensive investigation, the information</span><br><span>seeking and document triage behaviors of users have to be included in</span><br><span>the research as well. For the purpose of a comprehensive investigation</span><br><span>of the topic, it is intended to bring together the digital libraries</span><br><span>community, the digital archiving community and the semantic</span><br><span>technologies community. McCullough</span><br><span></span><br><span>We are pleased to announce the 3rd Annual Workshop on Health IT and</span><br><span>Economics (WHITE). Health information technology (IT) offers the potential</span><br><span>to improve the quality and reduce the cost of healthcare delivery. However,</span><br><span>significant challenges remain regarding design, implementation,</span><br><span>utilization, and evaluation of health IT. There is a compelling need for</span><br><span>research that can inform both policymakers and practitioners.</span><br><span></span><br><span>WHITE is a health IT summit that gathers prominent scholars in a</span><br><span>multidisciplinary setting. Inaugurated in 2010, each year WHITE attracts</span><br><span>nearly 100 scholars and thought leaders from more than 40 institutes. This</span><br><span>workshop provides a forum for researchers to disseminate their work and</span><br><span>network within a growing and vibrant community. WHITE also fosters</span><br><span>collaborations between academia, government, and industry.</span><br><span></span><br><span>We solicit papers on a wide range of topics, including, but not limited to,</span><br><span>the following: health IT adoption barriers; assimilation of health IT into</span><br><span>workflows and organizations; impacts of health IT investments; measures and</span><br><span>incentives for meaningful use; business models for health information</span><br><span>exchanges; IT-enabled new organization forms and delivery processes; market</span><br><span>competition and health insurance exchange; health 2.0 and empowering</span><br><span>patients; quality transparency and public reporting; as well as medical</span><br><span>analytics.</span><br><span></span><br><span>The 3rd WHITE will be held in Washington DC, center of health policy</span><br><span>debates. Our vision is to provide an excellent forum for debate and</span><br><span>knowledge exchange; to offer a unique opportunity that brings together the</span><br><span>best minds and organizations; and to highlight state-of-the-art and</span><br><span>experimental research in media architecture.</span><br><span></span><br><span>THEME: PARTICIPATION</span><br><span>The design of media architecture invites encounters between people, the</span><br><span>built environment, and digital media. It opens up rich opportunities for</span><br><span>new forms of participation through dialogue and engagement. As an emerging</span><br><span>field, diverse perspectives are coming together in media architecture, and</span><br><span>the challenges are as abundant as the opportunities. At the conference, we</span><br><span>explore ?participation? as a core value of media architecture. In this</span><br><span>context, participation may occur in the initial design stages of media</span><br><span>architecture, e.g. as different practitioners, stakeholders and potential</span><br><span>audiences take part in shaping future media architecture; it may occur when</span><br><span>media architecture is realized and people experience and interact with it,</span><br><span>e.g. when public spaces and urban environments and the practices they shape</span><br><span>are influenced by elements of media architecture; it may also occur as new</span><br><span>platforms give rise to new opportunities for shaping systems and</span><br><span>surroundings.</span><br><span></span><br><span>TOPICS</span><br><span>We consider media architecture as an inclusive term that encompasses</span><br><span>encounters and intersections between digital technologies and our physical</span><br><span>surroundings. We are currently seeking a publishing agreement with a major</span><br><span>publisher for the academic proceedings. We invite both short and long</span><br><span>papers. Submitted papers should be a maximum of four and ten pages in</span><br><span>length, for short and long papers respectively, in ACM format (</span><br><span><a href="http://www.acm.org/sigs/publications/proceedings-templates" target="_blank">http://www.acm.org/sigs/publications/proceedings-templates</a>). The papers</span><br><span>should clearly explain the research question addressed, research methods</span><br><span>and tasks, findings or results, and contributions of the work. Papers</span><br><span>should also provide sufficient background and related work to situate and</span><br><span>contextualize the authors? work within the greater body of research.</span><br><span>Submissions should consist of original work not previously published or</span><br><span>concurrently under consideration for any other conference, workshop,</span><br><span>journal, or other publication with an ISBN, ISSN or DOI number. We suggest that ideas of</span><br><span>digital materiality could be a fruitful starting point when discussing</span><br><span>participation beyond the strategic level of work arrangements. This</span><br><span>includes complex mediation and a strengthened analytical focus on</span><br><span>participation in an aesthetic and cultural perspective.</span><br><span></span><br><span>The workshop seeks to attract interested or intrigued people working</span><br><span>theoretically, practically, artistically, analytically, etceteratically</span><br><span>in fields related to design and use of interactive technology, who would</span><br><span>like to explore the intersection between materiality and participation.</span><br><span></span><br><span></span><br><span>Background and workshop theme</span><br><span>-----------------------------</span><br><span></span><br><span>Complex mediation structures in new and evolving fields of IT-use,</span><br><span>liquefy the distinction between tool and material. In both use and</span><br><span>development of new forms of software, tools turn into materials, and</span><br><span>objects of interest become instrumental mediators that reshape software</span><br><span>itself. We believe, that by changing perspective from the triadic</span><br><span>subject-instrument-object mediation to complex mediational structures,</span><br><span>an analytical sensitivity for the material qualities of software in use</span><br><span>is opened.</span><br><span></span><br><span>This materiality presents itself on many levels that can be addressed</span><br><span>individually or in combination:</span><br><span></span><br><span>* the physical materiality of software established through tangible</span><br><span> interaction devices,</span><br><span></span><br><span>* the simulated materiality of the graphical user interface,</span><br><span></span><br><span>* a moldable materiality of software with changeable and reconfigurable</span><br><span> functionality,</span><br><span></span><br><span>* as materialized when software is interpreted and interacted with</span><br><span> through use ? from the low level of code and algorithms, over the</span><br><span> interface, its metaphors and interaction, to the domain specific</span><br><span> products resulting from use.</span><br><span></span><br><span>The processes and products of software have become sensuous forms with</span><br><span>aesthetic meaning that enable appropriation and participation in a</span><br><span>broader sense of cultural and aesthetic engagement beyond the</span><br><span>pre-planned. By broadening the scope of participation to include</span><br><span>cultural and aesthetic perspectives, the concept of participation can be</span><br><span>re-actualized and move beyond the traditional understanding of</span><br><span>participation in IT-development. This was coined in the early trade</span><br><span>union cooperation projects of the seventies and eighties that focused on</span><br><span>co-determination in technological change at the workplace. While,</span><br><span>historically, the focus of design methods and intervention was on</span><br><span>co-determination, theoretical and empirical work pointed out that use</span><br><span>qualities are constituted in use, and that un-anticipated use occur in</span><br><span>most situations of IT use. Subsequently, that led to work on tailoring</span><br><span>and end-user programming, and to a theoretical interest for</span><br><span>appropriation.</span><br><span></span><br><span>Still, we seem to miss frameworks for understanding and designing</span><br><span>technical substrates that accommodate fluid appropriation and extend</span><br><span>into the collectively moldable. Thus, in discussing participation beyond</span><br><span>the strategic level of work arrangements we suggest that ideas of</span><br><span>digital materiality ? like those sketched above ? could be a fruitful</span><br><span>starting point.</span><br><span></span><br><span></span><br><span>Workshop goals</span><br><span>--------------</span><br><span></span><br><span>The Workshop will explore the relations between the materiality of</span><br><span>computing technologies and participation in use and design.</span><br><span></span><br><span>The goal of the workshop is to inspire and further discussions and new</span><br><span>perspectives in the intersection between understanding the materiality</span><br><span>of computing technologies and appreciating participation in aesthetic</span><br><span>and cultural perspectives in both use and design.</span><br><span></span><br><span>The day will be organised based on the submitted position papers, in a</span><br><span>format promoting discussion and innovation.</span><br><span></span><br><span>Proceedings comprising accepted papers will be published in the</span><br><span>organisers? department publication series. The</span><br><span>papers in this workshop will also further knowledge of what we know about</span><br><span>how ICT enables the global economy by enabling local needs to be met.</span><br><span>Development is the improvement in the lives of people and this is often made</span><br><span>possible by ICTs.</span><br><span></span><br><span>A continuing problem in advancing the program of ICT for social development</span><br><span>is the shortage of expertise in many developing countries. While many gains</span><br><span>have been made, the shortage of skilled ICT professionals, low levels of ICT</span><br><span>literacy and the 'brain drain' of ICT specialists to developed regions of</span><br><span>the world could undermine progress. In addition, access to ICT resources and</span><br><span>the ability to use these resources have the potential to better the lives of</span><br><span>people. Innovations in ICTs have enabled access to services such as mPESA</span><br><span>that provide access to financial services through cellphones, telecenters</span><br><span>that enable innovative uses of existing technologies to help communities</span><br><span>access needed resources. At the same time, people who are unable to have</span><br><span>access to the ICTs and the innovations associated with them become</span><br><span>marginalized.</span><br><span></span><br><span>In order to address these issues, human capital and capacity building are</span><br><span>seen to be important concepts in understanding development. Human capital</span><br><span>is seen to be a key driver of development in that human capital is the</span><br><span>knowledge, skills and capacity that enable people to achieve their goals and</span><br><span>take the opportunities presented to them. The ability to access and use ICT</span><br><span>resources in innovative ways, requires skill and literacy. In their</span><br><span>editorial in the Information Technology for Development Journal, Bada and</span><br><span>Madon (2010) state that changes in ICT and their applications have placed</span><br><span>new demands on the stock of human capital required to function effectively</span><br><span>in the changing global technological and business environment. The</span><br><span>collective stock of human capital also effects the capacity of a region to</span><br><span>grow from ICT investments and infrastructure. Building capacity for</span><br><span>development involves harnessing human capital to enable the innovative uses</span><br><span>of ICT to bring about economic, human and/or social development.</span><br><span></span><br><span>We invite papers, panel session proposals, and field studies that can inform</span><br><span>theory and provide guidelines to field workers in developing economies. Both</span><br><span>research and practice papers are encouraged. Graduate student papers will be</span><br><span>given special consideration.
