The editorial argues that the relative competitive positions with regard to ICT are shifting between the U.S., long the dominant force in ICT, and other nations. These developments can be linked to trends in national innovation capacity, the quality of education, and immigration. It uses China and India as examples to demonstrate its points. Consequently, ICT professionals in developed countries can expect many opportunities in countries other than their own, and should be prepared to move and live in foreign environments for extended periods of time. <br>

A meta-analysis was conducted on 52 articles from ten IS journals combining both quantitative and qualitative studies in a unique methodological approach. Key findings include a marked shift away from normative language towards more interpretive and critical discourse emphasizing the power issues in the cultural context of knowledge management. Trust and openness are key dimensions that impact knowledge management processes, but these traits are achieved through business leadership, rather than a particular technological artifact. The most striking finding from the cross-case analysis is that organizational culture can overcome or mitigate differences in national culture. An overall framework is provided to serve as an important guidepost for future research<br>
<br>A PHENOMENOLOGICAL INVESTIGATION OF INFORMATION AND COMMUNICATIONS TECHNOLOGY AT A MULTINATIONAL ENTERPRISE FROM INDIA<br>Satya Prakash Saraswat, Bentley University, <a href="mailto:ssaraswat@bentley.edu">ssaraswat@bentley.edu</a><br>
Phenomenology was applied to investigate issues related to the deployment of Information and Communications Technology (ICT) at one of the largest government sector multinational banks in India. The study finds that the emerging architecture of ICT strategy in this organization contains five categories of issues. In declining order of their importance, these categories are (1) ICT Culture in Organization, (2) Organizational ICT Politics, (3) Organizational ICT Sociology, (4) the Economics of ICT, and (5) the Infrastructure of ICT. The significance of these findings is discussed with examples that demonstrate that a phenomenological approach can reveal the hidden dimensions and root causes of the ICT related problems which may not be clear from empirical surveys. <br>
<br>CONTROL AND COORDINATION OF INFORMATION SYSTEMS IN MULTINATIONAL CORPORATIONS: AN EMPIRICAL EXAMINATION OF SUBSIDIARY AND HOST COUNTRY FACTORS<br>Madhu T. Rao, Seattle University, <a href="mailto:rao@seattleu.edu">rao@seattleu.edu</a><br>
This study examines the factors influencing the integration of the IS function across subsidiaries in MNCs. Specifically, the impact of subsidiary strategic role, perceived environmental uncertainty (PEU), and host country IS resources on the use of formal and informal mechanisms of control and coordination is examined. Multiple regression models were run on matched sets of data collected from 54 headquarters-subsidiary pairs. The relationship between the strategic role of a subsidiary and level of integration was found to be significant. Moderate support was found for the relationship between IS resources and integration, though not in the direction expected. There was no support for the predicted relationships involving perceived environmental uncertainty. <br>

Unlike global chain hotels, independent hotels like Borgata face unique challenges that require individualized solutions. Learning from his experience is of particular interest in order to understand the global vs. local issues within Global Hospitality IT. Many issues are discussed including IT infrastructure, technology innovation, and IT strategy. <br>

Systems Analysis and Design is considered to be a core area in the IS field. While there is extensive literature on modeling and methodologies in practitioner outlets and software engineering, it is encouraging to see a renewed interest from IT researchers. The book Research in Systems Analysis and Design brings an interesting perspective from European researchers, especially from some Eastern European countries like Poland, Russia, and Ukraine.<br>
