MiniTrack: E-Government Policy / Policy Informatics<br>

We invite submissions to the mini-track, "E-Government Policy / Policy Informatics" for AMCIS 2015. This mini-track welcomes relevant theoretical, empirical, and intervention research, in either full paper or research-in-progress format.<br>
<br>
Policy-making is the mechanism used to address societal problems, particularly by outlining and implementing desired rules, sanctions, behaviors, ideas and other measures that are believed to be able to solve the public problem. Policy-making, in the 21st century, is a complex, socio-technical process in which many stakeholders are involved, different technologies are used, and data and information are often in abundance. Traditionally, the role and impact of information communication technologies within the policy-making cycle have been limited. More recently, social media is one example where social technologies have begun to play a critical role in policy making processes and has influenced the resulting policies. Other developments have also influenced the traditional policy-making process, including big and open data, freedom of information laws, and crowdsourcing, or the wisdom of the crowds. All these developments have the potential to be used for enhancing citizens' engagement with their government and to involve citizens more directly in the process. Information systems are an essential part of the policy-making process, yet limited research into the role and impact of these new developments on policy-making processes is available.<br>
<br>
In practice, policymakers themselves are often faced with conflicting public values and limited understanding of technological solutions to complex problems. For this reason, new platforms are introduced by government and non-profit organizations to enable richer citizen engagement, improve communication, and process larger volumes and more varied sources of semantically enriched linked data, These kinds of activities provide many opportunities to create models, particularly simulation models or serious games that capture reality more fully. The objective of this mini-track is to provide a forum for discussion and presentation of original research highlighting advances in policy-making through the advancement of new developments in technology and data. We seek papers addressing e-policy-making from theoretical, conceptual, or empirical perspectives in order to set the stage for future research in e-Government. Quantitative, qualitative, and conceptual studies are encouraged.<br>

Introduction:<br>
Big data analytics is de?ned as ?a collection of data and technology that accesses, integrates, and reports all available data by filtering, correlating, and reporting insights not attainable with past data technologies? (APICS 2012). It is an emerging phenomenon which reflects the ever increasing significance of data in terms of its growing volumes, variety and velocity (the speed with which it is being created and processed) (Department for Business- Innovation and Skills 2013). While data has always been a part of the Information and Communication Technology (ICT) agenda, it is the scale and scope of change which big data is bringing that has attracted so much attention. Like many new phenomena it is sometimes over-sold because of hype or misunderstanding, yet there are tangible case studies of the power of big data to generate value and competitive advantage, albeit such examples remain comparatively small in number to-date. Its applications have been strong in the financial services, insurance, retailing and healthcare sectors, while in manufacturing, companies such as Rolls Royce and Ford have been reported to derive success from big data in predicting engine failures before they occur and in managing supplier risk (Goodwin 2013).<br>
<br>
For Operations Management, big data has the potential to enable more sophisticated data-driven decision making and new ways to organise, learn and innovate (Yiu 2012; Kiron 2013). Its impact may be manifest in strengthening customer relationships, managing operations risk, improving operational efficiency or by improving product or service delivery or whatever the key business drivers may be (Kiron 2013). Operations in many organisations are experiencing much more voluminous and unstructured data environments because of real-time information from sensors and RFID tags which facilitate asset and business process monitoring (Davenport, Barth et al. 2012), end-to-end supply chain visibility, improved manufacturing and industrial automation (Wilkins 2013), manufacturing efficiency and effectiveness (Zelbst, Green et al. 2011). Ford, for example, is reported to be scouring ?the metrics from the company's best processes across myriad manufacturing efforts and through detailed outputs from in-use automobiles--all to improve and help transform its business.? (Gardner 2013). However, despite some reported successes, OM researchers need to retain a healthy scepticism until rigorous research has been done in operations contexts. That is why this new phenomenon should have the attention of OM researchers, and hence this call for papers.<br>
<br>
Given its high operational and strategic potential, notably in generating business value within various industries, big data has recently become the focus of a variety of scholars and practitioners. Some researchers have recently suggested that ?big data? is the ?next big thing in innovation? (Gobble 2013, p.64), ?the fourth paradigm of science? (Strawn, (2012)), or ?the next frontier for innovation, competition, and productivity? (Manyika, Chui et al. 2011, p.1). As a result, challenges related to big data have confronted businesses and organizations. In the operations and service contexts, big data also holds tremendous potential. In a recent survey study on third-party logistics services (3PL), (Langley 2014) found that 97% of shippers and 93% of 3PLs ?feel strongly that improved, data-driven decision-making is essential to the future success of their supply chain activities and processes? (p. 4), whereas approximately 50% of each group disagrees that ?big data fuels these decisions? which shows how much potential for big data has still to be realized (p. 4). Big retailers are currently leveraging big data capabilities for improved customer experience, fraud reduction, and just-in-time recommendations (Tweney 2013).<br>
In addition, big data technologies can be implemented in a range of applications including industrial automation<<a href="http://www.dpaonthenet.net/products/183/Control-Automation" target="_blank">http://www.dpaonthenet.net/products/183/Control-Automation</a>> tools, building management systems, production equipment, sales force information systems, and power plan conditions tools. For example, big data enabled-automation and manufacturing facilitates real-time detection and diagnosis of production issues, and thus reduces significantly downtime costs. Similarly, insights from big data analytics allows real-time process monitoring and measurement for improved quality management, logistics and order fulfilment cycles (Wilkins 2013). In short, ?by observing causal factors for quality issues, process variability and energy efficiency through the manufacturing process, big data analysis becomes the basis for gaining a competitive advantage?(Wilkins 2013).<br>
<br>
Even if big data holds the capability of transforming competition and thus competitive advantage, many managers are still struggling to understand the concepts related to big data, consequently failing to capture business value from big data. In addition, very few empirical studies have been conducted on the real value from big data.<br>
<br>
Objective:<br>
The main objective of this special issue is to fill this knowledge gap. Specifically, this special issue aims to invite OM scholars and practitioners to look at the ways and means to co-create and capture business value from big data in terms of new business opportunities, improved performance, and competitive advantage. The results will in turn reveal the implications of big data on operations management practices and strategies.<br>

Samuel Fosso Wamba, PhD., is Associate Professor at NEOMA Business School, France. Prior, he was a Senior lecturer at the School of Information Systems & Technology (SISAT), University of Wollongong, Australia. He earned an MSc in mathematics, from the University of Sherbrooke in Canada, an MSc in e-commerce from HEC Montreal, Canada, and a Ph.D. in industrial engineering, from the Polytechnic School of Montreal, Canada. His current research focuses on business value of IT, business analytics, big data, inter-organisational system (e.g., RFID technology) adoption and use, e-government (e.g., open data), supply chain management, electronic commerce and mobile commerce. He has published papers in a number of international conferences and journals including European Journal of Information Systems, Production Planning and Control, International Journal of Production Economics, Information Systems Frontiers, Business Process Management Journal, Proceedings of the IEEE, AMCIS, HICSS, ICIS, and PACIS. Andrew Taylor, PhD<br>
Andrew Taylor is Professor of Operations and Information Systems at Bradford School of Management, Andrew teaches World Class Operations, Resource Planning for Operations and Environmental Management & Quality Systems. He specialises in research relating to organisational performance improvement approaches such as Lean Systems, Performance Measurement and applications of new technologies such as Data Mining, Knowledge Management and 3D Printing. Professor Taylor has professional experience in aerospace, public utilities and government organisations, having worked in Short Brothers (now part of the Bombardier group), Northern Ireland Electricity and the Northern Ireland Training Authority. He has consulted widely. As a graduate of The Queen?s University of Belfast, Andrew holds a BSc in electronics and information systems, an MSc in industrial engineering and a PhD in manufacturing management. Previously Andrew Taylor was Professor of Information Management at Queen?s, Belfast where he worked for 12 years before coming to Bradford in 1996. His research work has been published in Omega, International Journal of Operations and Production Management, International Journal of Production Economics, Expert Systems with Applications, European Journal of Information Systems, Communications of the ACM, Information Systems Management, Production Planning and Control and the International Journal of Production Research.<br>

Prof. Eric Ngai is a Professor in the Department of Management and Marketing at The Hong Kong Polytechnic University. His current research interests are in the areas of E-commerce, Supply Chain Management, Decision Support Systems and RFID Technology and Applications. He has over 100 refereed international journal publications including MIS Quarterly, Journal of Operations Management, Decision Support Systems, IEEE Transactions on Systems, Man and Cybernetics, Production & Operations Management, and others. He is an Associate Editor of European Journal of Information Systems and Information & Management. He serves on editorial board of four international journals. Prof. Ngai has attained an h-index of 20, and received 1190 citations, ISI Web of Science.<br>

Fred Riggins, PhD<br>
Fred Riggins is Associate Professor in the College of Business at North Dakota State University. His research focuses on e-commerce, inter-organizational systems, RFID, and microfinance. He has published in leading journals including Management Science, Journal of Management Information Systems, Journal of the Association for Information Systems, International Journal of RF Technologies, Electronic Commerce Research and Applications, and Communications of the ACM. In a 2009 AIS publication, he ranked #9 on the list of top IS researchers from 2003-2007 based on number of publications and outlets. According to Google Scholar he has an h-index of 19 and over 2,500 citations.<br>

A sustainable global shipping industry is central to creating a sustainable society. Thus, it is very appropriate for AMCIS 2015, whose theme is Blue Ocean Research, that a mini-track on Maritime Informatics is offered for the first time as part of Green IS and sustainability.<br>
Maritime Informatics studies the application of information systems to increasing the efficiency, safety, and ecological sustainability of the world?s shipping industry. According to the International Maritime Organization (IMO), international shipping moves about 90 per cent of global trade and is the most efficient and cost-effective method for the international transportation of most goods. Hence, shipping is critical to future sustainable global economic growth.<br>
The industry can be characterized as many independent actors who engage in episodic tight coupling. It has, however, been a late starter to digitization, possibly because of the long history of autonomy and the lack of inexpensive high bandwidth communication when on the ocean. Indeed, some participants in the industry are still sharing information via fax. A lack of information sharing impedes collaboration and reduces efficiency and safety. As a result, there are many opportunities to apply IS theory and knowledge to a critical global industry.<br>
Call for papers<br>

According to the International Maritime Organization (IMO), international shipping moves about 90 per cent of global trade and is the most efficient and cost-effective method for the international transportation of most goods. Because of its efficiency, shipping is critical to future sustainable global economic growth. Thus, the advancement of sustainable shipping and maritime development is a major priority for IMO, which is the UN agency responsible for global shipping standards, safety, security, and environmental impact.<br>
Shipping is an old industry, starting with river trading on the Euphrates at the beginning of agricultural development. A ship?s captain has considerable autonomy, and the industry can be characterized as many independent actors (e.g., ship captain, port authority, terminal operator, tug master, pilot, and shipping agent) who engage in episodic tight coupling (e.g., a pilot meeting a boat and guiding it into harbor) for mutual benefit.<br>
The shipping industry has been a late starter to digitization, possibly because of the long history of high autonomy and the lack of inexpensive high bandwidth communication when on the ocean. Indeed, some participants in the industry are still sharing information via fax. The lack of information sharing impedes collaboration and reduces efficiency, safety, and sustainable. As a result, a group of scholars associated with Viktoria Swedish ICT formulated a new IS topic, namely Maritime Informatics, which studies the application of information systems to increasing the efficiency, safety, and ecological sustainability of the world?s shipping industry. In mid 2014, the first scholarly post in maritime informatics was established within the Center for Digital Innovation, a cooperative effort of the University of Gothenburg and Chalmers University of Technology. The position is partly funded by the Swedish Maritime Administration.<br>
The track seeks submissions that address some of the following questions or others related to the general notion of Maritime Informatics as defined in this call.<br>
How do you design an information sharing system for the shipping industry to enhance coordination and planning to increase efficiency, safety, and ecological sustainability?<br>
How do you design an information sharing system for an ecosystem constrained by a culture of limited cooperation?<br>
What are appropriate standards for data sharing within the shipping ecosystems?<br>
What is the role of real-time digital data streams in enhancing shipping efficiency?<br>
How can information systems increase the efficiency of episodic tight coupling?<br>
How does the shipping industry digitize its natural, human, and economic capital to improve efficiency, safety, and ecological sustainability?<br>
How can information systems contribute to effective sea traffic management?<br>
What theory bases can inform Maritime Informatics?<br>
What prior research can accelerate the development of Maritime Informatics?<br>
How can the application of information systems in other domains inspire the adoption of digitalization in the maritime sector?<br>

Agile manifesto, which introduced agile methodologies, is now more than a<br>
decade old. During this period, these methodologies have seen increased<br>
acceptance among software developers. This brings to the fore a number of<br>
research issues?adoption and/or adaptation of agile methods, agile project<br>
management, social aspects of agile development, distributed agile<br>
development, scalability of agile methodologies, and enterprise agility, to<br>
name but a few. The incorporation of myriad practices, particularly those<br>
advocated by lean principles, has only rendered the term "agility" more<br>
nebulous. Prospective research topics include lean and agile practices and<br>
their synergies/differences, and the role of agile/lean principles in<br>
facilitating flexible enterprise architectures. Considering the rapid growth<br>
of agile development practices, the Project Management Institute (PMI)<br>
recently introduced a new certification program focused on agile project<br>
management. This is expected to further consolidate and spread the use of<br>
agile development. Some illustrative project management aspects of agile<br>
development in need of research attention include cost and schedule<br>
estimation/planning, resource allocation, risk management, and change<br>
control management.<br>

The e-government era has enabled public administrations to become more efficient and effective through the delivery of digital solutions and services. While the early emphasis of e-government led service transformation was highly focused on using technology to deliver improved and personalized services for citizens, more recent efforts have been focused on grassroots level impacts that are enabled through smart use of technology. In this context, the emphasis has somewhat shifted from a service delivery focus to a smart ICT-infrastructure based eco-system that is sustainable. The application of ICT in the context of future cities is indicated by the notion of smart city. Nevertheless, the smart city concept goes beyond the use of ICT for better resource use and less emissions. The notion of smart city is emerging as a key strategy to tackle the problems generated by the urban population growth and rapid development. Smart city innovations are evolving as new approaches to holistic management of cities' physical, socio-economic, environmental, transportation and political assets across all urban domains, typically supported by ICT. An effective smart city initiative is one that brings together technology, government and society to enable a smarter economy, mobility, environment, people, living and governance. However, as the smart city phenomenon itself is still emerging, the concept is being applied all over the world with different terminologies, context and meanings.<br>

This mini track invites work that frames smart city initiatives and explores its impact from a social, economic, technical or organizational perspective. Relevant topics may include areas that discuss smart city initiatives such as energy efficient cities, intelligent transport systems, smart communications and networks etc. In addition to empirical studies, theoretical and conceptual papers will be considered. The objective of the mini-track is to encourage research that can be useful to those engaged in smart city initiatives.<br>

Special Issue of Transactions on Computational Collective Intelligence journal on Keyword Search and Big Data<br>

The simplicity with which users can publish content nowadays has made the Web the world?s largest database. Keyword-based search has become the de-facto standard for information discovery in this ocean of data, mainly due to its simplicity that makes it attractive to technically novice users. To answer keyword queries, existing search engines rely on effective indexes of the content that allow them to return the documents that best match the user?s search criteria. This generally leaves out the structure of the data, its semantic dimension, as well as the social aspects to which it may relate. We believe that, in order to exploit the full potential of the Web, structured and rich data will have to receive the same search and retrieve capabilities as the text data from Web documents. However, due to their highly structured nature, the rich semantics, and the data structures by which they are typically managed, a great deal of issues needs to be studied. As the problem is in general of a multifaceted nature, it requires synergies from many different disciplines.<br>
