Call for Papers: Special Issue of Journal of Global Information Technology
Management (JGITM) on Information Systems Outsourcing: Trends, Issues, and
Challenges
Tentative Publication Date: December, 2010
Outsourcing of product manufacturing to low cost
destinations has been around for decades while IS outsourcing has caught up
over last decade. Over years, IS outsourcing has matured with outsourcing
providers moving up the value chain by not only providing low cost solutions
but also the services required to support core business operations
strategically. As IS outsourcing has moved off-shore, it has created new
opportunities for companies to leverage competencies available off-shore. The
globalization of outsourcing operations has resulted in new terms such as near
shoring, no-shoring, and right-shoring that reflect the changing mix of
locations. At the same time, off-shore IS outsourcing operating models have
created new challenges related to governance, service delivery, trust,
coordination, and other contractual issues. In the current economic downturn,
there is also a growing political concern about outsourcing activities in some
countries.   
 Despite a significant body of research on IS outsourcing,
the issues surrounding IS outsourcing remain unclear. The businesses still
remain puzzled which outsourcing models work best and which do not. The
outsourcing companies continue to face significant challenges while managing
project related risks including political and intellectual property risks.   It is an opportune time to reflect on the
past and present of IS outsourcing so that the future direction of research on
IS outsourcing can be charted out. There is a need to examine how companies
have handled IS outsourcing in the past and what challenges they face in the
future. The outsourcing models of the past may have become redundant in the
face of rapidly changing technological options.
 This special issue of the JGITM aims to reflect on decades
of research in information systems outsourcing and identify the current
worldwide trends in information system outsourcing and off-shoring.  The guest editors seek papers from around the
world that combine technical, managerial, organizational and/or socio-economic
aspects of information systems outsourcing including off-shoring. Contributed
papers may deal with, but are not limited to:
 • Theories and conceptual models informing IS outsourcing 
• Tools, methods, frameworks and guidelines for managing
off-shore IS projects
• Case studies documenting learning from successful/failed
outsourced IS projects
• Role of socio-economic determinants in the success of IS
off-shoring
• Political and cultural issues in IS off-shoring
• Issues in public sector offshore outsourcing
• Value and risk propositions for offshore outsourcing
• Application Service Provisioning (ASP)
• Trends in IS outsourcing
• Project and risk management in outsourced IS projects
• Contractual and legal issues in outsourced IS projects
• Governance and service delivery frameworks for off-shore
projects
• Innovative approaches related to processes, information
systems and technology integration in off-shore IS projects
• Evaluation frameworks for outsourced IS projects
• Metrics for assessing performance of outsourced IS
projects
• Management of financial and intellectual property issues
in off-shore IS projects
• Strategies for managing off-shore IS projects successfully
• Trust and coordination mechanisms in off-shore projects
• Reverse outsourcing
