The Digital Divide/s and Inclusion/a minitrack in HICSS 
calls for papers that study digital divide/s, inequalities 
and inclusions in different levels, methods and 
perspectives. Possible focus may be on international, 
national, local, sector, communal, and individual level. 
Both empirical and theoretical papers are invited.

Following the success from the past three conferences, we 
invite submissions to the 2011 minitrack.  Potential 
contributions may be in the subjects, but are not limited 
to the following:

- Conceptualization and theory of digital divide/s, 
digital spectrum and eInclusion

- Indigenous communities and technology

- ICT and development

- Socio-demographic factors– gender, age, education, 
income, ethnic diversity, race diversity, language 
diversity, religiosity

- Social and governmental support – for example the use of 
supportive initiatives, policy and applications to bridge 
the gap, or how society and community impact eInclusion

- Access (public, private), infrastructure factors

- Affordability

- Use – skills, frequency and time, locus, autonomy of 
use, what do users do online and for what purpose

- Accessibility focusing mainly in populations with 
special needs

- Measurements indices

- Comparative analysis of policy

- Comparative cross-country or cross-region research

- Country or region specific case studies

Authors may contact Minitrack Chairs for guidance and 
indication of appropriate content at anytime.

FULL PAPERS

JUNE 15, 2010 (note this is a *hard* deadline)

Authors submit Full Papers to the Peer Review System, 
following the Author Instructions found on the HICSS web 
site (http://www.hicss.hawaii.edu/). All papers must be 
submitted in double column publication format and limited 
to 10 pages including diagrams and references that conform 
to HICSS standards. Papers undergo blind review.

HICSS papers must contain original material, and not be 
previously published, nor currently submitted elsewhere.

You may submit a paper to only one Minitrack. Duplicate 
submissions may be rejected by any or all minitracks, 
without consultation with author.

An individual may be listed as author/co-author on no more 
than 6 submitted papers. Track Chairs must approve any 
names added after submission.

AUG 15, 2010

Acceptance notices are emailed to authors by the Review 
System. (Make sure your server accepts the address.) At 
least one author of each accepted paper must immediately 
make plans to attend the conference, including initiating 
fiscal, visa, or other travel guarantees.

SEPT 15, 2010

Accepted authors submit Final Paper. At least one author 
of each paper should register by this date. This is the 
Early Registration fee deadline.

OCT 15, 2010

Papers without at least one registered author will be 
deleted from the Proceedings; authors will be so notified 
by the Conference Office.
