Fierce competition, globalization, and dynamic economy have forced
organizations to search for new ways to improve
competitive advantage. In pursuance of this, knowledge is seen as the core
resource and learning is viewed as the important
process. It is crucial for organizations to enhance the capabilities for
effective learning and knowledge management (KM),
especially via using information and communication technologies in the
digital economy.
The creation, operation, and evolution of such research and practice raise
concerns that range from high-level requirements and
policy modeling through to the deployment of specific implementation
technologies and paradigms, and involve a wide and
ever-growing range of methods, tools, and technologies. They also cover a
broad spectrum of vertical domains, industry
segments, and even government sectors.
We are now in our 5th year, after our first meeting in Hong Kong in 2011,
Sinaia, Romania in 2012, and Kenting, Taiwan in 2013,
and Tallinn, Estonia in 2014.This event intentionally seeks educators,
researchers, scientists, engineers, industry people, policy makers,
decision makers,
and others who have insight, vision, and understanding of the big
challenges in Knowledge Management and E-Learning
(KM&EL) of interest include but are not limited to the theoretical,
technical, or empirical aspects of the following
Principles, theories, models, challenges, legal, social, and cultural
issues of KM&EL
Knowledge management and learning strategies
Knowledge management and action research
Knowledge construction in e-learning
Knowledge-based learning systems
Learning and knowledge portals
Content management and KM EL
library archive museum management and KM EL

Intelligent and Web-based enterprise information systems
Service marketing, data mining, and relationship management issues
Trust, reputation, security, and privacy issues
Business process and workflow management for KM&EL
Submission and Publication
Authors are invited to submit full papers (maximum 10 pages). Papers should
be written according to the Springer LNCS format

Each paper will be reviewed by at least two program committee members.
Acceptance will be based on overall relevance,
significance for cross-disciplinary dialogue, originality, and clarity and
quality of presentation. There is no fixed acceptance rate.
We welcome all quality contributions that are in accordance with ICWL
workshop standards and the topic and goals of our
proposed workshop.
All accepted papers presented in the workshop will be published in a
Springer Lecture Notes in Computer Science (LNCS)
volume.
To attract more submissions of high-quality paper, the organizers (who are
the respective editor-in-chief) are arranging a special
issue in the International Journal on Systems and Service-oriented
Engineering (IJSSOE) or Knowledge Management &
E-Learning An International Journal (KM&EL) after the proposal is accepted.

Dickson K.W. Chiu received the B.Sc. (Hons.) degree in Computer Studies
from the University of Hong Kong in 1987. He
received the M.Sc. (1994) and the Ph.D. (2000) degrees in Computer Science
from the Hong Kong University of Science and
Technology (HKUST). He started his own computer company while studying
part-time. He has also taught at several universities
in Hong Kong. His research interest is in service computing with a
cross-disciplinary approach, involving workflows, software
engineering, information technologies, agents, information system
management, security, and databases. The results have been
widely published in about 200 papers in international journals and
conference proceedings (most of them have been indexed by
SCI, SCI-E, EI, and SSCI), including many practical master and
undergraduate project results. He received a best paper award
in the 37th Hawaii International Conference on System Sciences in 2004. He
is the founding Editor-in-chief of the International
Journal on Systems and Service-Oriented Engineering and the ICST
Transaction on e-Business. He also serves in the editorial
boards of several international journals. He co-founded several
international workshops and co-edited several journal special
issues. He also served as a program committee member for over 100
international conferences and workshops. He is a Senior
Member of both the ACM and the IEEE, and a life member of the Hong Kong
Computer Society.
2. Dr. Maggie M. Wang, Faculty of Education, The University of Hong Kong

Minhong Wang is an Associate Professor in the Faculty of Education, The
University of Hong Kong. She received her Ph.D. in
Information Systems from City University of Hong Kong in 2005. Her current
research interests include e-learning, Web-based
training and professional development, knowledge management, complex
process management, and information systems. She
has published papers in Information & Management, Computers & Education,
IEEE Transactions on Education, Educational
Technology & Society, Expert Systems with Applications, Knowledge-based
Systems, Journal of Knowledge Management,
among others. She is the Editor-in-Chief of Knowledge Management &
E-Learning an International Journal (KM&EL), and
serves on the Editorial Board of several international journals.
