[AISWorld] IEEE SC2 & IEEE SOCA postponed to 2021

Dear Authors,

We would like to inform you that after studying and evaluating the 
announcements, guidance, and news released by relevant national 
departments related to the Coronavirus outbreak and the COVID-19, we 
decided to postpone the organization of IEEE International Symposium on 
Cloud and Service Computing (IEEE SC2) and IEEE International Conference 
on Service Oriented Computing and Applications (IEEE SOCA) conferences 
to 2021.

The decision was not easy, but the safety of all conference participants 
is our priority.

We'll inform you about the new IEEE SC2 and IEEE SOCA dates as soon as 
it will be possible.
