Abstract


The 21st Century has been termed “the century of disasters.” These include natural events that are geophysical (earthquakes), hydrological (floods), climatological (wildfires), meteorological (cyclones), or biological (disease epidemics such as COVID-19); and human-led events such as conflicts, famine, terrorist attacks, cybersecurity incidents, and industrial accidents. A myriad of socio-technical and socio-economic factors contribute to their surge, including technological advancement, population growth, climate change, demographic changes, and evolving social dynamics. Management of disasters is challenging for its multi-phase, multi-hazard, multi-stakeholder, multi-task, multi-objective nature.


We seek papers that study the design, use, or management of IT for management of disasters in ways that have potential for significant real-world impact. We are open to papers that examine disaster management topics at various levels (individual, organizational, and social) using different methods including qualitative, quantitative, empirical, data science, and design science. We are especially interested in papers that are clearly motivated and have broader implications for policy and practice.
