Open government is increasingly promoted globally as necessary to enhance democratic governance by building on the pillars of transparency, participation, and collaboration. The emphasis on digital technologies to facilitate innovative and collaborative approaches to creating a more open government sets these new efforts apart from previous ones designed to strengthen openness. Building a new shared understanding of open government, how different contexts influence that understanding, and the ways in which digital technologies can be employed are key to future efforts to advance open government research and practice. The forthcoming Research Handbook of Open Government, to be published by Edward Elgar Publishing, aims to capture concepts, approaches, and trends in open government to serve as a reference for researchers, practitioners, and students interested in open government research and in leveraging digital technologies to promote transparency and public engagement.
The Handbook is divided into the following seven sections: (i) concepts and models, (ii) pillars of open government, (iii) implementing open government, (iv) open government in sectors, (v) global progress, (vi) open government outcomes, and (vii) emerging trends.
Experts interested in contributing to the Handbook are invited to submit chapters that fall into one of the following themes:
* Technological factors affecting open government implementation.
* Contextual factors affecting open government implementation
* Open government in public-private partnerships.
* Open government in specific domains such as environment, disaster management, or COVID-19.
* Outcomes of open government related to trust, legitimacy, or public value.
* Inclusive open government, including feminist open government.
