Keynote Announcement: iSCSi 2024 | October 31st
We are thrilled to announce that Ben Hiller, Senior Policy Officer for
Cyber and Hybrid Issues at NATO, will be delivering a keynote address at
iSCSi 2024 on October 31st as part of the Cyber and Hybrid Policy
Section: Innovation, Hybrid, and Cyber Division (IHC).
Ben Hiller has been instrumental in developing NATO’s current Cyber
Defence Policy and formulating strategic measures to combat cyber
campaigns below the Article 5 threshold. In response to Russia’s war of
aggression on Ukraine, he advanced NATO’s approach to enhancing cyber
defense as part of its overall deterrence and defense posture. A key
focus of his work is integrating civil-military cyber defense
capabilities to counter malicious cyber activities during peacetime,
crisis, and conflict.
Before joining NATO, Ben led international cyber policy efforts at the
Organization for Security and Co-operation in Europe (OSCE),
operationalizing confidence-building measures (CBMs) to mitigate
conflict risks associated with cyber capabilities. He also contributed
to counter-terrorism strategies, focusing on the secure cross-border
movement of people and goods through the use of technology and
biometrics across Europe, the Caucasus, and Central Asia.
