Scandinavian Workshop on Electronic Government (SWEG) 2026

Workshop format
SWEG 2026 is dedicated to paper development, and we ask for research-in-progress papers, drafts, and ideas. During the workshop, each paper will be discussed in smaller groups of scholars. Instead of publishing proceedings, the workshop is intended to help authors prepare papers for publication in established outlets. Consequently, the material presented at SWEG is not published, and can be submitted to other conferences or journals.
Themes and topics
We welcome contributions focusing on a wide array of topics in the areas of digital government (e-government) and e-participation/democracy, including, but not limited to:
* Artificial intelligence and government
* Adaptive governance and ambidexterity
* Automation of processes in public administration
* Big data, open data, and open innovation in e-government
* Competence and capabilities
* Digital democracy and the digital society
* Digital transformation vs digitization and digitalization
* Information security
* Managing digital transformations
* Methodological, theoretical, and philosophical reflections
* Open-source and open standards solutions in e-government
* Privacy and surveillance issues
* Responsible and sustainable digital transformation, and digital transformation for sustainable development
* Smart cities
* Social media and e-government services
* Transparency and openness in e-government services
* Users and citizens in the design, management, and implementation of e-government
* Values; co-creation of value, public values, value hierarchies
* “Welfare technologies” in the public sector
We welcome contributions from a range of disciplines, such as public administration, political science, information systems, management, economics, sociology, urban planning, and law. Research may range from empirical studies to pure conceptual work.
Contributions with a focus on Scandinavian countries are common at SWEG, but the workshop is not limited to the Scandinavian research community.
