Minitrack description:
The term emerging economy refers to countries with low to middle per
capita income that are actively dedicated to economic development and
substantial reforms in order to advance from the developing to the
developed status. The term transition economy refers particularly to
the countries of the former eastern bloc and the countries that
resulted from the breakup of the Soviet Union, which within the last
two decades have abandoned communist style central planning systems
for free markets. Thus, many of the transition economies are also
emerging economies.
Fast growing emerging and transition economies play an increasingly
important role in the global economy, with information technology (IT)
being a crucial driving force in this process. In spite of the growing
importance of this topic area, relatively little academic research is
being reported that specifically addresses the issues related to IT in
emerging and transition economies. The objective of this mini-track is
to encourage more research in this topic by providing a forum for
interested authors to disseminate their research, compare results, and
exchange ideas. Possible topics of interest include but are not
limited to:
- IT management issues that are unique in some ways to emerging
or transition economies, such as national computerization policies and
the role of transnational corporations, regional and international
cooperation and self-sufficiency in IT
- Cultural, economical and social contexts/factors influencing
IT management in emerging or transition economies
- Social awareness of computers and computer literacy,
including culturally adapted IT in emerging or transition economies
- IT investment evaluation in emerging or transition economies
- Cost/Benefit analysis of IT in emerging or transition economies
- IT productivity studies at the country, industry or firm
level, with specific reference to the social and business conditions
prevalent in emerging or transition economies
- Assessment of IT success in emerging or transition economies
- Comparative cross-country research, comparing IT in emerging
(or transition) and developed economies
- Country specific case studies, with specific reference to the
social and business conditions prevalent in emerging and transition
economies
- Global supply chain management and its contribution to
emerging and transition economies
- IT off-shoring/outsourcing into emerging and transition
economies
- International IT project management, with specific reference
to the social and business conditions in emerging or transition
economies
- E-commerce effect on emerging or transition economies
- E-government and e-democracy in emerging or transition
economies
- Digital divide in emerging and transition economies
- Studies on IT/IS adoption and use at the country, industry or
firm level in emerging or transition economies
- Motivations and justifications for IT adoption in emerging or
transition economies
- Risk factors, barriers and impediments to IT adoption in
emerging or transition economies
- Critical success/failure factors for IT adoption in emerging
or transition economies
- IT governance in emerging or transition economies

April 12, 2010 Notification of acceptance of papers
April 26, 2010 For accepted papers, camera ready copy due
Instructions for authors:
The entire paper should be no more than 5,000 words, including all
materials and sections such as figures, tables, and references. All
conference submissions will be double-blind, peer reviewed, and must
be submitted using the online submission system at http://mc.manuscriptcentral.com/amcis2010

NOTE: Authors of best papers in the ICTs in Global Development track
will be invited to submit revised versions for fast-track review and
possible publication in the journal Information Technology for
