*ESI – Revista Eletrônica de Sistemas de Informação*

*Call for Papers - Special Edition: E-government in Latin America*

*Guest editors: *Rodrigo Sandoval Almazán (Autonomous State University of
Mexico) Ernani Marques dos Santos (Federal University of Bahia – Brazil)

*Important dates:*

Submission deadline: October 30, 2010

Conditional acceptance: December 12, 2010

Final submission: January 31, 2011.

Final acceptance: early February 2011.

Publication: March 2011.

*Objective: *The purpose of this special issue of RESI is to gather the
Latin American experience on the field, providing a selected amount of high
quality research papers that promote further research in the continent, and
deliver innovations and ideas to government stakeholders, researchers and
practitioners in the field. Our main expected outcome is to promote
e-government research, from theoretical background studies to empirical
cases that cleverly use IT for government purposes.

*Motivation: *E-government is a fast growing trend around the world.
Federal, state and municipal governments are using information technology in
order to reduce expenses, improve citizen services and implement new ways to
meet the citizens’ needs. For such reason e-government has become an
Information Systems important area. A holistic view of this new research
field needs to be developed, providing deep coverage of all its issues.

Despite the fact that e-government has been studied for over ten years now,
Latin American studies are disperse which prevents researchers world wide
from expanding their knowledge on the issue.

*Topics of interest: *This special issue intends to bring together papers
that deal with state-of-the art e- government themes, including (but not
limited to):

␣ E-government theoretical foundations and contributions

␣ Interoperability and information sharing among public agencies

␣ Social media in the public administration ␣ ITC return on Investment in
Public

Administration ␣ E-participation and E-governance ␣ Web 2.0 applications in
government ␣ Open government initiatives and

applications ␣ Change management in e-government

*Contacts and Submission:*

␣ Social networks and transformative technologies

␣ E-government readiness and metrics ␣ Digital divide ␣ Mobile
government ␣ Government
intelligence

␣ Information security in e-government ␣ Cloud computing and collaboration
tools. ␣ Human interface for government ␣ Virtual worlds and
governance ␣ Methods
for studying and evaluating e-

government projects

For additional information: contact Rodrigo Sandoval Almazán (
rsandov at gmail.com) or Ernani Marques dos Santos (ernanims at gmail.com) Papers
should be submitted through the journal’s website:

*About RESI*

This journal publishes academic papers that help broadening the knowledge in
Information Systems, including theoretical and empirical analyses, book
reviews and all sorts of research reports, with special focus on the use of
computing, communications and information technologies in organizations and
their impacts on companies and our society.

> User Attitude Towards Mandatory Use of Information Systems: A Chinese
> Cultural Perspective
>
> Xunhua Guo, Tsinghua University, China
> Nan Zhang, Tsinghua University, China
>
> Accumulated literature on technology adoption research has suggested
> that cultural factors have important impacts on the cognition and
> behavior of information systems users. In this paper, the authors argue
> that cultural factors should be treated as aggregate characteristics at
> the population level instead of personal attributes at the individual
> level. The authors also propose that theoretical models could be
> developed for specific cultural contexts when examining IT/IS user
> behavior. In this regard, a model for analyzing user attitude toward
> mandatory use of information systems is proposed. Drawing on generally
> recognized cultural characteristics of China, three factors are
> introduced as determinants of user attitude?leader support, technology
> experience, and perceived fit. An empirical study is conducted with
> regard to the acceptance of a mobile municipal administration system in
> Beijing, China, for validating the proposed model with survey data and
> analyzing the adoption mechanism of the target system. The moderating
> roles of gender, age, and education level on the model are explored by
> interaction effect analyses and the findings provide helpful insights
> for related studies in other cultural contexts.

>
> There have been periodical studies on key IS management issues facing
> the IT industry in North America; however, an empirical investigation on
> key IS management issues in developing countries has been largely ad hoc
> and inadequate. This paper identifies and analyzes important issues
> faced by CIOs in the developing country of China. The results of this
> study are based on two national wide CIO surveys in China, where the
> first was conducted in 2004 and followed by a more recent survey in
> 2008. The authors provide insight for both IS practitioners and
> researchers who have interests in developing countries. Data analysis
> indentified key IS management issues and demonstrated similarities as
> well as differences between the two rounds of surveys. Although some
> strategic IS issues were still within the top 10 on both the 2004 and
> 2008 lists, their importance ratings were different. Implications of the
> findings are also discussed.

> Outsourcing of Community Source: Identifying Motivations and Benefits
>
> Manlu Liu, Zhejiang University, China
> Xiaobo Wu, Zhejiang University, China
> J. Zhao, City University of Hong Kong, China
> Ling Zhu, Long Island University, USA
>
> Community-based open source, or ?community source?, has emerged as
> an innovative approach to developing open-source enterprise application
> software (EAS). Unlike the conventional model of in-house development,
> community source creates a virtual software development community that
> pools human, financial, and technological resources from multiple
> partner organizations to develop custom software solutions. The solution
> is available as open-source software to all end users. In this way, the
> community source model takes a step forward from outsourcing to
> third-party software vendors. By studying a real-world case of the Kuali
> community source project, the authors found that community source faced
> a number of challenges in project management, particularly in the areas
> of in-house staffing and project sustainability. The interview analysis
> further concludes that outsourcing the community source development to
> either domestic or foreign third-party vendors could be a viable
> solution. Finally, the authors propose a research framework and seven
> related propositions that warrant future investigation into the
> relationship between community source and software outsourcing.

> Jian Ma, City University of Hong Kong, China
> Jibao Gu, University of Science and Technology of China, China
> In the first decade of the 21st century, China?s Research Community
> (CRC) is struggling to achieve better performance by increasing growth
> in knowledge quantity (e.g., publications), but has failed to generate
> sound growth in knowledge quality (e.g., citations). An innovative
> E-government project, Internet-based Science Information System (ISIS),
> was applied nationwide in 2003 with a variety of embedded incentives.
> The system has been well received and supports the National Natural
> Science Foundation of China (NSFC) to implement managerial control to
> cope with pressing demands relating to China?s research productivity.
> This paper explores the impact of Information Systems (IS) from the
> perspective of agency theory based on CRC empirical results. Since the
> nationwide application of ISIS in 2003, CRC outcomes have markedly
> improved. The discussion and directions for future research examine
> implications of IS for E-government implementation and business
> environment building in developing countries.

> Due to its access flexibility and just-in-time delivery, e-learning is
> emerging as a popular approach adopted by educational institutions and
> organizations. It provides a learning mode that students or employees learn
> through interactions with a wide range of multimedia resources and through
> communications with peers. While e-learners are provided more freedom in
> knowledge acquisition and construction, they often suffer from cognitive
> overload as well as conceptual and navigational disorientation. In this
> context, a coherent mental representation of knowledge structure is
> essential. A variety of paper and pencil methods were used for knowledge
> externalization and visualization, while computer-based technologies expand
> the capacity by virtue of machine-processable knowledge modeling,
> visualization, reasoning, and analysis. Visualization methods help people
> to
> construct knowledge, organize information, and communicate learning with
> others. With the emergence of social media and Web 2.0 technologies,
> knowledge construction and knowledge management practices have been well
> supported through social networking and communities of practice. In the
> meantime, knowledge visualization has been extended to visualizing social
> network structure for effective communication and collaboration in
> e-learning and knowledge management.

> Information systems have been the greatest force for productivity
> improvement in the last half century. In the mid 1980s, it became evident
> that IS could also be a force for competitive advantage (Ives & Learmonth,
> 1984). Now, IS is also seen as a potential major player in the area of
> sustainability, which includes the simultaneous consideration of economic
> growth, environmental protection and social equity, in business planning and
> decision-making. Whereas the link between sustainability and global
> competitiveness is still under-researched, many organizations have
> positioned themselves as market leaders through their efforts towards
> achieving sustainability. They understand that corporate citizenship
> fostered by their focus on sustainability may be a significant intangible
> asset on their balance sheet and greatly enhance their reputation. For
> example, UPS has leveraged telematics to minimize its environmental impact
> while improving its financial figures and reputation as a market leader
> (Watson, Boudreau, Li, & Levis, 2010). Interface has been among the first to
> include sustainability within its core values, and has since distinguished
> itself as one of the most competitive organizations among carpet
> manufacturers (Anderson, 1998). These corporate citizens understand the role
> that IS can play in supporting their sustainability initiatives, and
> accordingly, IS researchers need to show leadership in applying the
> transformative power of IS to create a sustainable society (Watson,

> At the end of this call is a list of HCI mini-tracks that were successfully
