CALL FOR MANUSCRIPTS: The journal invites contributions from all parts of
the world from academic and industry scholars involved in research,
management, and the utilization of global information resources. Besides
quality work, at a minimum each submitted article should have the following
three components:  an IS topic, an international orientation (e.g., cross
cultural studies or strong international implications), and strong evidence
(e.g., survey data, case studies, experiments, secondary data, etc.).
Please submit your manuscript electronically to the Editor-in-Chief at
pcpalvia at uncg.edu.

REVIEW PROCESS: Each suitable article is blind-reviewed by three members of
the editorial review board. A recommendation is then made by the
Editor-in-Chief or an Associate Editor. The final decision is made by the
Editor-in-Chief.  If a revision is recommended, the revised paper is sent
for final approval to one of the Editors.

Information Technology is transcending geography and flattening the world.
If IT technologies can be used universally, why are many IT
products/services able to cover only geographically limited areas of the
market? Why can some IT products/services be adopted widely across
geographical markets and others not? An important question is whether IT
products/services providers should build globalization or localization
strategies. To answer these questions, this editorial identifies and
explores strategies as well as the critical factors that influence the
global success of a product/service.

CONTINUANCE USAGE OF LOCALIZED SOCIAL NETWORKING SERVICES: A CONCEPTUAL
MODEL AND LESSONS FROM CHINA

In order to understand users’ continuance intention of using SNS, a
conceptual model is proposed, which is adapted from the
expectation-confirmation theory of IS continuance and integrates
SNS-relevant constructs. Findings show that the users’ continuance
intention is directly motivated by 1) users’ satisfaction with their usage,
2) usefulness of the SNS perceived by users after their usage, and 3)
users’ structural embeddedness. Also found are the indirect effects of
users’ confirmation of initial expectation of the SNS and perceived
enjoyment on continuance intention.

A HOLISTIC NARRATIVE OF CULTURE’S MEDIATION OF INFORMATION SYSTEMS
INNOVATION: A QUALITATIVE META-SYNTHESIS

The diversity of research on culture’s mediation of IS innovation, however
insightful, has resulted in a cloudy narrative that limit the utility of
the findings. This article provides a “larger narrative” of culture’s
mediating effect on IS innovation by preserving, through a qualitative
meta-synthesis, the rich metaphors and concepts that define these studies.
The synthesis provides a holistic interpretation of culture’s mediation of
IS innovation through a more general explanation of the transformational
process that occurs in an organization during IS innovation that produces
culturally mediated responses.

CRITICAL SUCCESS FRAMEWORK FOR IMPLEMENTING EFFECTIVE IT GOVERNANCE IN
TANZANIAN PUBLIC SECTOR ORGANIZATIONS

In public sector organizations, information technology (IT) has become
important for sustaining and extending public service delivery. Much
research has been carried out on the effectiveness of IT governance, but
without focus on public sectors organisations of a developing country such
as the Tanzanian Public Sector Organizations (TaPSOs). Therefore, in this
research a CSFs framework - with guidelines for implementing effective IT
governance in TaPSO, was developed taking into account the environment,
which on one hand is characterized by constraints in IT resources,
knowledge, and culture and on the other hand by the increasing IT
investment and application. It was developed based on design science
research and the evaluation was conducted with an organizational case study.

Justin Novack is the IT Operations Manager at Parx Casino. In this
position, he manages a technical resources team to support all operations
within the casino. This interview covers such topics as the role of IT in
the hospitality industry in general and casinos in particular, IT’s
integration among various operations of the casino, its evolution over
time, introduction and development of new applications, the role and effect
of competitors, and the impact of emerging technologies.

BOOK REVIEW: IT SECURITY RISK MANAGEMENT: PERCEIVED IT SECURITY RISKS IN
THE CONTEXT OF CLOUD COMPUTING, BY TOBIAS ACKERMANN

Recent security incidents in cloud computing systems have increased the
awareness of the importance of IT security. This book is concerned with the
effect of IT security risks on cloud computing adoption decisions. The most
important contribution of this book is the development of a
multidimensional measurement scale for the Perceived IT Security Risk
(PITSR) construct. The author uses a framework that identifies 31 risk
items classified into six dimensions based on qualities of IT security
found in the IT literature. The book is relevant not only for IT security
experts but for all IT professionals.
