PhD Position, SHELP Project, Centre for Security Management Research (CSMR),
Business Information Systems (BIS), College of Business and Law, University College Cork.
Vacancy Category: Research
Contract Type: Temporary
Subject / Area: Decision Support in Emergency Management / Information Systems
Closing Date: 17th of June, 2014

Applications for a PhD position are invited. The position is aimed to study emergency management (EM) and the development of Decision Support tools. The work undertaken will focus on the objectives of the SHELP project. It will be presented in the form of a publication-based thesis. The position is funded by a European Commission (EC) FP7 Grant.

The objective of the project, titled SHELP (Securing Health, Emergency, Learning, Planning), is the Development of Decision Support (DSS) Tools for Improving Preparedness and Response of Services Involved in Emergency Situations. The S-HELP DSS will bring major benefits to emergency management (EM), from learning and preparing for emergency incidents and analysing threats, to post evaluation, reporting and logistics management. It will provide a unique mechanism to assist stakeholders and end users to work together for coordinated, effective, evidence based decisions at all stages of EM. It therefore plays an essential role in the response to emergency situations that in many cases have a negative impact on human health. The tools delivered (and having been validated in 3 key scenarios) by S-HELP, will result in improved preparedness and response of health services involved in large scale and/or cross border emergency situations and a more effective knowledge base for responder and decision-makers, thereby supporting the EU goal of the Protection and Security of the Citizen.

The successful candidate will hold a BSc and/or MSc in information systems or a related discipline, and will become part of a dynamic and well-funded research group based in CSMR, Business Information Systems, College of Business and Law with funding (€17,000 stipend per annum plus fees) for the duration of the SHELP project (until January 2017). Candidates should be self-motivated, and may be required to do some teaching. Previous experience in IS and or Emergency Management is highly desirable.
