There are two aims of this editorial article. The first is to present the
current state of research related to widely defined Information Technology
(IT) and Information Systems (IS) in the Visegrad Group (V4) of countries.
The second is to introduce papers included in the special issue. While
there are already reviews focused on the transition economies (Roztocki et
al. 2014), there is a lack of reviews which cover the four Visegrad Group
countries – the Czech Republic, Hungary, Poland and Slovakia

BEFORE AND AFTER JOINING THE EUROPEAN UNION: THE IMPACT OF INVESTMENTS IN
TELECOMS ON THE VISEGRÁD GROUP OF COUNTRIES AND BALTIC STATES

This study aims to investigate the impact of investments in telecoms on
Total Factor Productivity (TFP) in the context of Transition Economies
(TEs). Specifically, the focus is on a group of seven TEs that is comprised
of the Visegrád Group (VG) of countries (e.g., Czech Republic, Hungary,
Poland and Slovakia) and the Baltic States (BS) (Estonia, Latvia,
Lithuania). Using two-time series data sets, one for the period from 1993
to 2003, and another for the period from 2004 to 2010, results suggest that
all the members of the VGBS group exhibited overall growth in
productivity.  Further, a comparison of the two periods shows that the most
significant difference between those periods is that the dominant source of
growth in productivity in the later transition period (2004-2010) was the
efficient utilization of the existing technology, while in the former
transition period the growth was driven by technological changes.

INFORMATION SYSTEMS IN THE POST-TRANSITION PERIOD IN ENTERPRISES IN SLOVAKIA

The Slovak Republic belongs to the group of states that have transformed
their economies from a socialist, central-planning to a free-market system.
This study investigates various aspects of IT use in Slovakian enterprises
in the post-transition period (2004-2010). It deals with IT’s strategic
importance, IT investment, and examines IT selection and supplier criteria.
The methodology consists of a search of scientific and citation databases,
analysis and comparison of relevant sources, formulation of research
objectives, determination of measurable indicators, surveys of Slovakian
enterprises, and formulation of results. The results from the surveys of
business practice suggest that there were specific problems relating to the
implementation, innovation and operation of IT in the transformational
environment of the Slovak Republic. Based on the findings, practice
recommendations for Slovakian companies are provided.

DOES ORGANIZATIONAL ETHICS IMPROVE IT JOB SATISFACTION IN THE VISEGRÁD
GROUP COUNTRIES? INSIGHTS FROM POLAND

This study examines the effect of organizational ethics on the job
satisfaction of information technology (IT) professionals in Poland, a
transition economy from the Visegrád Group. Three dimensions of
organizational ethics -  ethical optimism, corporate social responsibility,
and top management action -  are investigated.  The necessary data is
collected by a survey conducted among respondents in different regions of
Poland. Results indicate that all three dimensions of organizational ethics
affect the job satisfaction of IT professionals. The highest job
satisfaction seems to be in organizations where the top management
propagate and enforce high ethical standards.  The application of these
will help in creating incentive system for IT professionals. This new
incentive system can lead to better job efficiency and quality of
Information Systems in the Visegrád Group.

THE EXPERT OPINION: AN INTERVIEW WITH WIKTOR DOKTÓR (CEO, PRO PROGRESSIO)
Interview conducted by Wojciech Piotrowicz
This interview aims to provide a short presentation of IT/IS outsourcing in
Poland and the Visegrad Group of countries (V4), from the view of one of
the leading IT/BPO figures. Wiktor is the Outsourcing Industry Expert and
the CEO of the Pro Progressio Foundation supporting growth and education
concerning BPO/SSC/R&D/ITO/CRM and other forms of modern outsourcing
industries in Poland. Wiktor mentioned why outsourcing in Poland has grown
the fastest, comparing it to other Countries in the Central and Eastern
Europe (CEE) region. He also discussed the main international players that
moved their outsourcing to Poland and the V4 countries, the advantages and
obstacles, the role of central and regional governments, human resources,
and ICT infrastructure.

The book focuses on Information Systems (IS) in one of the Visegrad Group
(V4) countries - Hungary. It presents a cross border comparison between IS
usage in Hungarian and Austrian enterprises - old and new countries in the
European Union - to identify differences and similarities in IS usage in
local enterprises on both sides of the border. The additional aim of the
book is to study the relationships between the IT development level of
enterprises and operational effectiveness.
