*Background:*

Nations are rapidly transforming themselves with how they are leveraging on
information and communication technologies (ICTs) for transformation. The
access to information and knowledge across the web creates high
expectations from the stakeholders and using ICTs to address these needs
cannot be overlooked. Hence, organisations and governments need to think of
ICT-driven initiatives which will address the key needs of the
stakeholders. One example of such an initiative is “Digital India
<http://www.digitalindia.gov.in/>”, where the Government of India is
implementing a national transformation using ICTs. A major focus in such
transformation is the access and provisioning of digital services
(including e-government services) across the urban and rural citizens of
the country through the Internet. Another such notable initiative is the Smart
City <http://smartcities.gov.in/> projects. Initiatives, like Smart Cities,
are likely to play a critical role (hence is a core component of) in
urbanisation and such transformation across the nation. Other examples of
such regional and national level initiatives are the European Innovation
Partnership on Smart Cities and Communities
<http://ec.europa.eu/eip/smartcities/> and the Smart Cities plan of
Australia <https://cities.dpmc.gov.au/>. We are witnessing an era of smart
technologies like Internet of things and big data analytics that are
essential components for initiatives such as Smart Cities and are changing
the way organisations leverage on information assets in the wake of
digitisation of products and processes. Sensors embedded in smart devices
(e.g. mobile phones, wearables) used by consumers are creating a wealth of
data which can be used for social welfare. There has been a huge focus on
the emergence of innovative business models, service models and offerings,
through which the stakeholder’s value is being maximised. Sustainability of
the key assets of a nation, like water resources, energy and green
resources, are also a concern in such technology-enabled transformation
initiatives. With the emergence of such innovation and technology-driven
transformation, the interests of the different stakeholders, both current
and future, need to be kept under due consideration. The different
stakeholders are gradually engaging in public life participation using
platforms like social media. For example, social initiatives like MyGov
<https://www.mygov.in/> and Mann ki Baat, enabled through Telephony, Web
2.0 and Mobile Apps, are taking inputs from concerned citizens for actually
improving the provisioning of public utilities and services envisioned from
the government. Public policymakers need to respond to these changing
dynamics of digital nations, for creating an ecosystem which will be
sustainable, resilient and addresses the social, economic and digital needs
of the society.


This conference (I3E 2017) aims to bring together a variety of disciplines
and the research communities for the advancement of knowledge regarding the
use and management of ICTs for enabling the future digital nations through
smart cities and innovation without compromising the sustainability needs
of the future. To achieve this goal, we invite researchers and
practitioners to present their ideas and findings to the 16th IFIP
Conference on e-Business, e-Services, and e-Society to be held at the
Indian Institute of Technology (IITD) to be held in Delhi, India in
November 2017. Theoretical and empirical papers employing quantitative,
qualitative, and/or critical methods are welcomed.


*About the IFIP Conference on e-Business, e-Services and e-Society:*

Since its inception in 1998, the I3E conference series has brought together
researchers and practitioners of all aspects of the e-world. The I3E
conference is truly multidisciplinary covering areas from computer science
to information systems and service science. The conference proceedings will
be published in Springer’s *Lecture Notes in Computer Science* series,
subject to final approval. The I3E conference series is sponsored by IFIP
TC6 WG 6.11 ‘Communication Aspects of the e-World’.


*Venue: *

The conference will be organised in the Indian Institute of Technology
(IITD), Delhi, India. The IITD is a national institution of international
repute and already known for the pioneering research across different
functional areas. The IITD is one of two educational institutes in India
listed in Quacquarelli Symonds’ (QS) list of top 200 universities globally.
The IIT in Delhi envisions to contribute to India and the world through
excellence in scientific and technical education and research; to serve as
a valuable resource for industry and society. Located in Delhi, it has both
national and international connectivity through air and trains from across
the world and nationally. Delhi is the capital city of India, and is a City
with a rich unparalleled history of heritage, culture and architectural
marvels. About 230kms from Delhi are the cities of Agra and Fatehpur Sikri
in Uttar Pradesh, where architectural wonders like the Taj Mahal and Agra
Fort attract a lot of tourists globally. Close by are the hill stations of
Uttarakhand and Himachal Pradesh, where the natural beauty of mountain
ranges takes your breath away.

*Conference Paper Submission and Proceedings:*

Given the success of the previous IFIP I3E conference proceedings, the
proceedings of the IFIP I3E 2017 conference may be accepted for publication
as part of the IFIP-LNCS series (www.springer.com/lncs). Papers submitted
should follow the *Lecture Notes in Computer Science* (LNCS) template which
can be found here
<http://www.springer.com/computer/lncs?SGWID=0-164-6-793341-0>. Authors
should submit *original unpublished research* papers that are not being
considered and/or already published in any other conference or journal. The
conference will facilitate a double-blind review process. Therefore,
submissions should be anonymous so all author identifiers must be
removed.The conference supports two types of papers. *Full papers* should
contain completed research and have a maximum of *12 pages* (additional
pages will incur a fee). *Short papers* can consist of case studies,
management or policy type of papers and have a maximum of *6 pages*.
