The journal Gestión y Política Pública invites scholars and researchers
interested in the study and analysis of the use of information and
communication technologies (ICTs) in government or electronic government
(e-government), to submit articles for review and potential publication in a
special issue to be published during the first semester of 2013.

J. Ignacio Criado, Universidad Autónoma de Madrid (UAM), Spain.

 

Gestión y Política Pública is a semiannual academic journal published by the
Public Administration Division at Centro de Investigación y Docencia
Económicas (CIDE) in Mexico City. This journal was established more than 20
ago and it is included in important national and international indexes and
abstracts, such as Índice de Revistas Mexicanas Científicas de Excelencia
del CONACYT (Mexican Index of Scientific Journals of Excellence of CONACYT),
Citas Latinoamericanas en Ciencias Sociales y Humanidades, CLASE
(Latin-American Quotes on Social Science and Humanities), and Red de
Revistas Científicas de América Latina y el Caribe, España y Portugal,
Redalyc (Latin America and the Caribbean, Spain, and Portugal Network of
Scientific Journals), as well as Thomson Reuters (Thomson ISI), Cambridge
Scientific Abstracts (CSA), and Hispanic American Periodicals Index (HAPI).

 

During the last decade, the adoption of information and communication
technologies (ICTs) in the public sector has significantly increased in many
countries around the world. Recently, this phenomenon has been identified
with the term electronic government or e-government, and has been
characterized by the adoption, use, and diffusion of ICTs in different areas
of public management and policy. As a result, government and public agencies
have achieved innovations in different area- communication and interaction
with citizens, the production and delivery of public services, and public
policy decision-making processes.

 

For some nations, the last decade has been of significant importance in
terms of e-government. From a first stage when government and public
agencies had an Internet presence through web pages only, we have now
arrived to a period in which social networks and social media (such as
Twitter and Facebook) are used on a daily basis. At the same time, as a
consequence of the intensive use of ICTs, innovations in the management of
public organizations have extended to different areas and dimensions.
However, these changes have not been so radical and extreme as some
predicted a few years ago.

 

Meanwhile, government investments in ICTs have also increased, opening the
door to new challenges and opportunities in the way we understand
traditional public agencies. A few examples are the existence of more
complex technologies in public workspaces, the need for updated knowledge
derived from technological companies, or the existence of new technology
professionals and hybrid public managers.

 

In light of all the above-mentioned aspects, academic research about
e-government still faces important challenges. Traditional research on this
phenomenon has focused either on case studies (with limited potential for
generalizing results), on specific dimensions of the phenomenon (e.g., web
sites and governmental portals), or purely on technological aspects (e.g.,
the functioning of a specific application). Although e-government research
has undoubtedly been expanding and maturing in the last years, there is
still a need to consolidate this academic field, primarily to provide more
coherence to the research efforts and advances already fulfilled.

 

This special issue of Gestión y Política Pública aims at opening up a space
for scientific discussion of current theoretical debates, testing of
empirical hypotheses, and the presentation of high-level managerial
experiences in the field of e-government. The main goal is not only to
present technical aspects, but also to highlight the organizational,
institutional, and environmental conditions that have an impact on these
initiatives. In addition, this special issue provides the opportunity for
publication of excellent research work in Spanish, although papers in
English will be equally considered and, if accepted, will be published in
English.

 

In summary, this special issue will present original, analytical and
empirical contributions regarding the following aspects (preferably, but not
exclusively):

 

a.            Diffusion and communication policies for e-government at the
local, state and federal levels.

b.            Public service delivery through digital platforms.

c.            Implementation of interoperability projects for e-government.

d.            Organizational learning in relation to e-government.

e.            Organizational and institutional change as a result of
e-government.

f.             Evaluations with policy recommendations regarding the use of
ICTs in public administration.

g.            The role of public employees on the implementation of ICT
projects in the public sector.

h.            Use of Web 2.0 tools to improve the relationship between
government agencies and citizens.

i.             Openness and the use of public data and information to
improve government transparency.

j.             Cross-national comparative analysis of e-government
development.

k.            Analysis of the demand-side of e-government and implications
of the digital divide.

 

The articles may focus on a specific national or administrative context.
However, research with comparative analysis on a national level or analyzing
multiple government agencies or layers of government will be preferred.

 

 

Submission procedure

 

The submission of articles should follow the requirements and regular
standards expressed under "Indicaciones para los colaboradores" at the
Gestión y Política Pública website (www.gestionypoliticapublica.cide.edu):

 

*             Only unpublished articles that are not being submitted
simultaneously to another publication will be considered.

*             Only material written in Spanish or English will be accepted.

*             The length of the articles should not exceed 40 pages, with
1.5 spacing, using Arial font size 12.

*             Besides the article, proposals must include the title of the
work, a summary or abstract (80 to 160 words), and keywords in Spanish and
English.

*             Provide a short bio of the author containing name,
nationality, academic position, current activities, address, phone number,
fax, and e-mail.

*             Bibliographic references must be included in the text body
inside a parenthesis (author, year, page), while the complete bibliography
should be presented in alphabetical order at the end.

 

 

Review process.

 

The deadline for submission of manuscripts is May 15th, 2012. They will be
received exclusively in electronic format by e-mail. No articles will be
accepted after this date. Articles can be sent to efrain.coronilla at cide.edu,
joseramon.gil at cide.edu, and/or ignacio.criado at uam.es. In the following
weeks, the guest editors, in consultation with the journal editor in-chief,
will decide which articles meet the academic requirements to continue with
the review process.

 

The selected articles will be subjected to a rigorous blind-review process
by at least two specialists on the special issue topic, chosen from the
members of the reviewer portfolio of Gestión y Política Pública. The review
process will be completed by August 17th, 2012. It is important to emphasize
that the results of the review process for a specific article may include
the following: accepted, rejected, or resubmit to address the reviewers'
comments before a definitive acceptance. Authors will be asked to submit
their final manuscripts by Monday September 17th, 2012.

 

If the number of accepted articles is not enough to complete a special issue
of the journal, the accepted articles will be published in a special section
of a regular edition of Gestión y Política Pública. In any case, the authors
of the accepted articles must sign a copyright agreement with the journal.

 

Any aspect not specifically mentioned in the present call for papers will be
decided by the editor in-chief of Gestión y Política Pública.
