Dear IS friends:

I apologize for not posting this announcement earlier. The last two issues
of the Journal of Global Information Technology Management (JGITM) were
published in time in May 2014 and August 2014. As you may know, JGITM was
taken over by Taylor & Francis Group (T&F) in February 2014. T&F has a
remarkable record: it has been in existence since 1798 (more than 200
years) and publishes about 2000 journals. We now have a modern submission
and review system, web site as well as full marketing support. To submit
papers, please go to: http://www.editorialmanager.com/ugit.

the world from academic and industry scholars involved in research,

quality work, at a minimum each submitted article should have the following
three components: an IS topic, an international orientation (e.g., cross
cultural studies or strong international implications), and strong evidence
(e.g., survey data, case studies, experiments, secondary data, etc.).
Please submit your manuscript to the submission site:
http://www.editorialmanager.com/ugit

REVIEW PROCESS: Each suitable article is blind-reviewed by three members of
the editorial review board. A recommendation is then made by the
Editor-in-Chief or an Associate Editor. The final decision is made by the
Editor-in-Chief. If a revision is recommended, the revised paper is sent
for final approval to one of the Editors.

BUSINESS MODEL INNOVATIONS FOR ICT BASED SERVICES FOR LOW INCOME SEGMENTS
IN EMERGING ECONOMIES
Rekha Jain
Indian Institute of Management, Ahmedabad, India, rekha at iimahd.ernet.in
Although proliferation of mobile services in emerging economies like India
has made it possible to provide a variety of services such as banking,
health, education etc., to low income segments (LIS) through mobiles, it is
challenging to do so. Notwithstanding its importance, there is very little
work on what factors contribute to BMI for LIS in emerging economies in
this area. This study contributes to both empirical and theoretical
knowledge by developing case studies on business model innovations using
ICT based services in India. It identifies the dimensions of differences
between developed countries and emerging economies with respect to i) the
factors that contribute to ICT based business model innovations for LIS
and ii) the role of the start-ups in this situation.

INITIAL ADOPTION VS. INSTITUTIONALIZATION OF E-PROCUREMENT IN CONSTRUCTION
FIRMS:
AN EMPIRICAL INVESTIGATION IN VIETNAM
Quangdung Tran, Hohai University China, and National University of Civil
Engineering, Vietnam, trandung at hhu.edu.cn
Changzheng Zhang, Hohai University, China, hhu2007 at hhu.edu.cn
Hongyi Sun, City University of Hong Kong, mehsun at cityu.edu.hk
Dechun huang, Hohai University, huangdechun at hhu.edu.cn
This study explores the factors that impact the initial adoption and
institutionalization of e-procurement in construction firms in developing
countries. It proposes a research model based on an interaction perspective
that is a combination of the technology-organization-environment framework
and the theory of reasoned action. Findings show that the government plays
an extremely important role in decision-making of both initial adoption and
institutionalization of e-procurement in individual construction
enterprises. The determinants of initial adoption of e-procurement are very
different from those of institutionalization of the technology. The
experience of the initial adoption of e-procurement is found not to have
any significant effect on the decision of subsequent implementation of the
technology.

CONCEPTUALIZING KNOWLEDGE MANAGEMENT AND INFORMATION INFRASTRUCTURE
CAPABILITY FOR COMPETITIVE ADVANTAGE: A MALAYSIAN PERSPECTIVE
Lew Sook Ling, Multimedia University, Malaysia, sllew at mmu.edu.my
Ong Puay Tee, Multimedia University, Malaysia, ptong at mmu.edu.my
Uchenna Cyril Eze, BNU-HKBU United International College (UIC), China,
uchennaeze at uic.edu.hk This study argues that from an organizational
diffusion perspective, information infrastructure capability (IIC) has the
potential to increase organizational competitive advantage. Underpinned by
prior studies, this research framework of IIC includes the following key
categories: dynamic, integrating, data management, security, utility and
collaborating capabilities. Based on the findings, dynamic and utility
capabilities are the key significant capabilities for achieving
organizational competitive advantage. Security and data management
capabilities were inconsequential in achieving organizational competitive
advantage. Utilizing knowledge was among the top KM activities leading to
competitive advantage.
